The Research On The Impact Of Technical Innovation On The Achievement Of Mineral Industry Development In Our Country

Mineral resource is decisive material base of economic development for humanto survive and develop. Throughout the development of the mineral resource industry,to establish a long-term operation mechanism of development for mineral resourceindustry on a scientific way, promote comprehensive, coordinated and sustainabledevelopment of mineral resource industry, it’s a very important strategic issue for theeconomic security、resource and environment protection、Comprehensive nationalforce promotion of our country. With rapid development of science and technology,they have become the primary productive forces in promoting industry and economicdevelopment, and the development experience of mineral resources industry inDeveloped Countries shows that, is inevitable efficient way to use technicalinnovation to achieve sustainable development of mineral resources industryintensively and technically. The promotion of industrial innovation and the use ofhigh technology to transform mineral resources industry is also the unique way forour country to achieve a high level development of mining industry.On basis of actual characteristics, this paper aims to research the influence oftechnical innovation on development of mineral resource industry. Firstly, it analyzedthe influence mechanism. Respectively, analyzed the growth-promotion effect of thetechnical innovation、the fundamental role of technical structure on the structuralchange of the mineral resources industry、the impact of technical progress to optimizethe mineral resources industrial structure、the effects of technology association andoverflow for the industry association and agglomeration of mineral resourcesindustry、 the resource allocation impact of technical innovation on the mineralresources industry and the impact of technical innovation for sustainable developmentof the mineral resources industry which composed the comprehensive influencemechanism. And then, it measured the degree of the technical innovation and thedevelopment achievement of mineral resource industry, applying the analytichierarchy process and improved entropy method separately. The results have shown ahigh-speed increased trend of technical innovation capability overall, especially afterthe year2004. Each technical innovation capability of five sub-industries is uneven,among which the Mining and Washing of Coal is the best and the Extraction ofPetroleum and Natural Gas is the worst. The achievement of development is composed of four factors: economic achievement, Industry coordination achievement,ecological achievement and social achievement. The general result of achievement ofdevelopment is at a low level, at the same time, the achievement of development ofeach sub-industries is uneven during year2000-2009, the achievement of the Miningand Washing of Coal and Extraction of Petroleum and Natural Gas is significantlyhigher than the other three sub-industries, which follows Mining and Processing ofFerrous Metal Ores, and then Mining and Processing of Non-Ferrous Metal Ores andMining and Processing of Nonmetal Ores. Moreover, the paper utilized panel datamodel to carry on empirical research, from which we could draw the conclusion thattechnical innovation does have effect on mineral resource industry development, butthis effect is not very obvious. Lastly, we put forward some suggestions on how tomake full use of technical innovation to promote the development of mineral resourceindustry according to the discussion.
