The Influence Factors Of Rural Labor Flow Analysis In Yunnan Province

The rural labor force has been the largest part in our country’s pool of labor power reserve.Its shifting to the cities has enhanced their income and raised their living standard, acceleratedthe cities’ construction and the developing speed, and promoted our country’s rate ofeconomic development and the urbanized construction level directly. However, with thedeepening of industrial transformation in the coastal area, the existing problems in the rurallabor force shifting process have not completely resolved, new problems such as “theshortage of peasant workers”, and the tide that the peasant labor return home occur. Therefore,the rural labor force’s shifting problem has drawn many scholars and governmentdepartments’ attention once more. Facing the huge rural labor force troop of the nation,whether to solve their flowing problem well not only concerns the process of our nationalurban and rural construction and the pace of the economic transformation and promotion, butalso affects the rural labor force’s living condition and social stability and harmony.Yunnan province has a large agricultural population, and its rural labor force is relativelyrich. Because Yunnan’s economic development level has certain disparity with that of the eastand middle provinces, and its urbanized construction level is also low, the current rich rurallabor force is an important impelling force which accelerates the urbanized construction andthe economic development level in Yunnan Province. However, Yunnan is situated in thesouthwest of China. Mountainous areas are the primary topographic feature in the province,and the most local transportations are inconvenient. In addition, Yunnan is an inhabitingregion in which many nationalities live, their language, culture and life style differs greatlyfrom one another, Therefore, Yunnan Province faces different situations compared with themiddle provinces which has great labor force flow, many new problems in the rural laborforce flowing process are the unique of Yunnan Province.Yunnan is in an advantageous development time, the establishment of southwest“bridgehead” status, makes Yunnan Province a southwest open economic frontier area alongthe border of China. Yunnan will inevitably have a large demand of the labor force in the present and for a very long time. Therefore, Yunnan should make the best use of thisadvantageous opportunity, develops and utilizes its own rural labor force. Based on thepromotion of Yunnan Province’s economic development and the town construction, Yunnanshould increase the income of the rural labor force, improve the living condition anddeveloping level of its vast rural areas. This, in return, can help eliminate the illiteracy in thecountryside area as soon as possible, enhances the quality of the rural labor force, andpromotes the coordinated development between city and countryside.This article has seven chapters including the introduction, the domestic and foreignresearch summaries, the contrast of the experience between the domestic and foreign rurallabor force’s flowing, the present situational analysis of rural labor force flowing of YunnanProvince, the empirical analysis of the influencing factors in Yunnan Province rural laborforce’s flowing, the conclusion and the policy, and the summary and the outlook. The firstchapter elaborates the background of the selected topic, the significance of research, theresearch plan, the technical route and the innovation. The second chapter concludes domesticand foreign summaries and theories about the rural labor force flowing, including rural laborforce’s definition, flowing standard of measurement and numerical estimation. The thirdchapter is the comparison between the domestic and foreign rural labor force flowingexperience, and the author makes a simple comment. The sixth chapter combs the conclusion of theresearch, based on this, the paper puts forward the related policies and proposals from thegovernment, the enterprise, the labor market and the rural labor force respectively. Finallycomes the last chapter including the summary of the whole paper, the research on the resolvedproblems and the existing insufficiency, and the outlook of this research.
