At last, on the basis of the conclusions of the study, this study draw some revelations, and made some suggestions:SMEs in order to transform and upgrade successfully, they should actively build external social networks, and give full play to the absorptive capacity of the enterprises themselves. And SEMs should constantly strengthen the nodes (including business, government, financial institutions and research institutions) and the cooperation between the network relations.
