Taking Tai’an City, Shandong province, where the economic strength strong, the residents education in high level, social acceptability better, and the required basic economic conditions about the Urban and rural construction land link increase or decrease project as the research object, based on the analysis of the rural construction land potential, the paper evaluated the land reclamation of rural residential areas and the applicable conditions in the1urban and rural construction land link increase or decrease and proposed related matching policy and technical measures to promote urban and rural construction land link increase or decrease. It will have some certain guiding significance to solve construction land demanding growth in a certain period, and improve the living conditions and standard of rural farmers effectively. Specific conclusions were as follows:1. Based on the analysis of Tai’an City’s land use characteristics and the existing problems, the paper calculated land consolidation potential according to different standards.Rural residential consolidation potential was21318.29hm2, rural abandoned industrial consolidation potential was9465.48hm2, and total consolidation potential is30783.77hectares hm2.2. Through the analysis of rural residential land consolidation practice, reclamation mode was summarized four types, which were integral moving and reclamation, building new instead of old buildings and reclamation, combining villages and reclamation, and "villages in city" reforming and reclamation. Building new instead of old and reclamation mode took up about80%of total area and mainly used for those village with many idle area. The idle land would be minimized through the reformation of old village. The village could spare more than one third of the village area after transformation and have a new high rate of cultivated land.3. According to Tai’an City’s land use characteristics and the existing problems, the paper proposed some supporting policies and technical measures, such as strengthen publicity of urban and rural construction land link increase or decrease, strengthen guidance and the land development and consolidation special planning, adjust measures to local conditions, connotation potentials, administration, economics and other sugestions. Farmers could actually get new real benifits from the urban and rural construction land link increase or decrease policy and the demolition of old buildings and building renovation through persisting in demolition, building and consolidation at the same time, combined the demolition and building with new village appearance, and building a socialist new countryside together.At present, the demand of the urban construction is very urgent for the accelerating process of Tai’an City’s economic development and the urbanization process. The implementation of urban and rural construction land link increase or decrease policy is the main measures to ease the pressure of the urban land expansion.The result of this paper can provide certain reference for future Urban and rural construction land link increase or decrease ofTai’an city.
