Along with economic development and accelerated urbanization, contradiction of urban and rural land use is outstanding, the range of land expropriation is wide, in the case of low cost of land expropriation, a large number of cultivated land is changed into non-agricultural construction land. An important reason for great loss of cultivated land is people who make land resource allocation decisions only recognize its economic value, while ignoring its non-market value (environmental values and social values), and it results in deviation from social optimum allocation of resources. So need to strengthen the research and guidance of non-market values of cultivated land. Urban residents’overall quality is higher and cognition of society and environment is more, and their contribution to non-market value of cultivated land is larger, at the same time because of different regions and levels of economic development, urban residents’non-market value of cultivated land exists difference, but this research is less at home and abroad. By studying urban residents’willingness to pay for non-market value of cultivated land of different areas, which can show differences of people’s cognition of cultivated land and factors of willingness to pay of different areas, it can provide the corresponding empirical support for non-market value of cultivated land being brought into resource allocation decisions, this will increase the level of intensive use of land and protect the interests of farmers.Firstly, this paper introduces the research background, significance, main content and methods. Secondly, this paper reviews the study status of non-market value of cultivated land at home and abroad and describes its theoretical foundation. Thirdly, this paper describes the function,feature and value composition of cultivated land resource, and it introduces Contingent Valuation Method principle and its application in evaluation on urban residents’non-market valuation in detail and the estimation formula of urban residents’non-market valuation of cultivated land resource, this paper also gives the theoretical assumptions to factors of urban residents’willingness to pay. In the empirical study, firstly this paper compares and analyzes sample residents’socio-economic characteristics, eco-tourism experience and understanding of non-market value of cultivated land; Secondly, basing on sample residents’s payment rate and willingness to pay and selecting a reasonable capitalization rate, this paper estimates urban residents’non-market value of cultivated land resource in Nanjing and Yancheng, and then it compares the value of two regions from the different characteristics of urban residents; Thirdly, considering the factors are different between whether sample residents are willing to pay and their payment amount, this paper uses Tobit model and Double Hurdle model to study the factors for the first time, and it analyzes the similarities and differences of factors that impact whether sample residents are willing to pay and their payment amount in different areas, from that we can take corresponding measures to enhance the willingness to pay of urban residents.Based the study described above, the main conclusion is as follows:(1) non-market value of cultivated land resource includes social values and environmental values, only20%of sample residents knows non-market value of cultivated land resource very well, about30%of sample residents doesn’t know it, the payment rate and the average willingness to pay of sample residents are significant different in Nanjing and Yancheng;(2) The Probit, Tobit regression model results show that there is a significant negative correlation between age and whether residents of the two regions are willing to pay, while there is a significant positive correlation between the understanding of non-market value of cultivated land and whether residents of the two regions are willing to pay; both average monthly family income and education level have significant positive correlation with payment of residents of the two regions, while the understanding of non-market value of cultivated land has a significant negative correlation with payment of residents in Nanjing and has a significant positive correlation with payment of residents in Yancheng;(3)people make resource allocation decisions but they do not consider, which results in low efficiency in cultivated land resource allocation, so non-market value of cultivated land must be brought into resource allocation decisions.
