China’s leisure economy and leisure industry are growing vigorously in recent years, Recreational agriculture is a combination of the first industrial—agriculture and the third industry—service, which has became to be a new area of China’s leisure industry. The development of recreational agriculture requires reform and recreational use of traditional farmland, leisure farmland provides multiple services that involve entertainment, literacy and education, etc. Compared with normal farmland, whether leisure farmland’s functional change leads to the value’s change, it is worth to be researched. The value system of leisure farmland need to be reconstructed, the nonmarket value of leisure farmland also need to be revaluated scientifically and reasonably, seek to answer the effect of recreational use to the farmland.This dissertation based on the theories of public articles, external, consumer surplus, etc,to analyzing CVM non-market valuation method and its using in farmland’s non-market value assessment area, Through deeply analyzing the basic flow of CVM which including its principle of economics, step, bidding model, treatment of deviation, we designed the questionnaire which also take actual conditions into account.Take new countryside demonstrate area of Cihui Street Four Propitious Seasons as an example, Open-ended dichotomous choice is used in this questionnaire survey, whose sample is257citizen sample&143farmer sample. After this, an econometric model of willingness-to-pay is set up to analyze the determinants influencing interviewees’willingness on the non-market value of leisure farmland. Then the demonstrate area is supposed to be a normal farmland, not have been recreational used. Research interviewees’willingness on the non-market value of normal farmland. To probe into the difference of the two groups by analyzing survey data.Analysis results demonstrate that, viewed from farmer’s standpoint, After the recreational use to the farmland, the farmland’s non-market changed value is24.06Yuan/(year·household);from citizen’s view point, the farmland’s non-market changed value is156.36Yuan/(year·household).
