The area of the arable land continuously reducing brings many problems such as food security, social stability and life protection which gives rise to widely concern in society to our social and economic development in China, protection to the arable land becomes a hot topic of reseach in recent years, the geographers and economists, lawyers raise themselves points, among those study to improve the system of protection to the arable land from the angle of rebuilding the arable land resource value catches the people's eye.This paper studies on farmland resources value and regards that the cultivated land resources value has two parties: market value and non-market value on the basis of referencing lots of literature . The market value of the arable land mainly means the economic output value, namely can be achieved on market; the non-market value mainly means altruistic value which can't be thought by producer and is difficultly achieved on market. This paper adopts capitalization of earning to evaluate market value mainly and adopts contingent valuation method to evaluate non-market value .First this paper analyzes the theory of the arable land value which includes tracing value source, principle and the inner meaning of the arable land value. Then this paper expounds the principle and procedure of capitalization of earnings and contingent valuation method and so on, on the basis the auther takes Wuhan City as a case and caculate market value and non-market value of the arable land resource, the results show that the propotion of market value of the arable land resource among the gross value of the arable land is almost as much as that of non-market value of the arable land, and this paper respectively analyzes the factors that influence on willingness-to-pay of denizens in city and countryside. Finally the author summarizes the study and discusses the problems in it.
