At present, with fast development of industrialization and urbanization, cultivated land is inevitably occupied because of the increasing demand of land for urban construction in China. In order to efficiently use and protect cultivated land, it is necessary to deeply recognize the concept of cultivated land value, and to search for more effective approaches to evaluate the non-market value of cultivated land, especially the ecological value of air purification, water and soil conservation, landscape recreation, and bio-diversity protection. It is also necessary to consider the evaluation results while making policies, which is beneficial to sustainable utilization of cultivated land.Based on theoretical analysis of the non-market value of cultivated land, the thesis discusses how to apply estimation methods of non-market value. Then, taking Lianshui County of Jiangsu Province as a case, it adopts the single-bound dichotomy method of CVM,carries out the questionnaire survey whose sample is 250, and builds econometric model of willingness-to-pay to analyze the determinants influencing residents′willingness-to-pay of the non-market value of cultivated land. It also estimates the non-market value of cultivated land, and estimates the market value of the cultivated land by income approach, and thus calculates the total value of cultivated land in Lianshui County.The basic theories mainly include the externality theory, the theory of public good, and the theory of sustainable development. The non-market value of cultivated land is primarily reflected by providing social security and ecosystem service as public good. One of the most effective methods to evaluate the non-market value of cultivated land is CVM. By the analysis of the development process, economic principle, basic steps, and improving methods of CVM, the study indicates that the key steps of CVM include designing questionnaire, conducting survey and analyzing data.The study evaluates the non-market value of cultivated land of Lianshui County, by using the single bound dichotomy method of CVM to do evaluation respectively on the urban residents and the rural residents. Its results suggest that education and total household income have an important impact on the willingness-to-pay of urban residents, and age, family size, family annual agricultural income, total household income are the important factors influencing the willingness-to-pay of rural residents.Using CVM to estimate the non-market value of cultivated land, and adopting income approach to estimate its market value. The results show that the total value of land resource is about 624.17 billion RMB, and that the non-market value is 41.17 billion RMB, which accounts for 6.6% of the total value in Lianshui County. The willingness-to-pay of per urban resident is 687.2 RMB, which accounts for 7.74% of per capita income of urban residents, and the willingness-to-pay of per rural resident is 276.541 RMB, which account for 6.03% of per capita income of rural residents.The study enriches the theory of evaluation of cultivated land, and puts forward methods to evaluate the non-market value of cultivated land. It also provides some beneficial experiences for cultivated land evaluation in other similar areas, and establishes theoretical foundations for designing cultivated land protection policies.
