With the coming of knowledge economic and profoundly changing of globalization, the enterprise has to face uncertain environment and intensive competition. There is no doubt that the establishing and refining of enterprise’s performance evaluation system may contribute to the performance enhancement of employee and development of enterprise.In this dissertation, the previous issue of performance Evaluation of Changsha Xinyu Intellectuals Property Agency Co., Ltd will be further analyzed, related to the characteristics of the its industry, and the basic theory and systematical methodology of modern performance evaluation will be applied to research the strategy of performance evaluation of Changsha Xinyu Intellectuals Property Agency Co., Ltd. First of all, The condition and vision of Changsha Xinyu Intellectual Property Agency Co.,Ltd is introduced. On the basis of investigation and research, some drawbacks are found, including:lack of big view of controlling to the performance evaluation, lack of reasonable guideline, lack of connection and communication among employee and employer, lack of feedback and inaccurate evaluation. In the paper, these are further discussion. Moreover, oriented by company’s strategy and employee’s personal preferences, the methods of goals guiding, open participating, rotating evaluation, scheduling feedback, scheduling assessing are applied. Via the applying the methodology of key performance target assessing and balance scoring card evaluating, the system for employee evaluation and justice evaluation will be built, which also provides integrated plan for performance evaluation. Finally, on the basis of ensuring the strategy of performance evaluation of Changsha Xinyu Intellectuals Property Agency Co.,Ltd., to optimize the productivity of employee, to improve working capacity and to enhance the potential loyalty and satisfaction of employee, the status quo is analyses and the method for acting is proposed in the paper. Meanwhile, the opportunities and constraints is sues are referred.This paper research on the strategy of performance evaluation of Changsha Xinyu Intellectuals Property Agency Co.,Ltd., in order to help the company improve the human resource management. It has a positive significance for how to revise the existing performance appraisal system of intellectual property agency of the province, how to carry out performance appraisal more scientific and effective, furthermore, lay the foundation for the sound and orderly development of the intellectual property agency industry in our province.
