The strategic research about enterprise human resources mainly includes the following respects:existing human resources of the strategic situation, the inner and outer environment analysis. Based on the combining site between the enterprise human resources and external environment,it can make suitable enterprise general strategy of human resources development strategy for the development of enterprises so as to indicate the direction. In recent years, in the changeable macro environment at home and abroad and the fierce market competition situation, luqiao industry not only faces opportunities at the same time also ushered in the challenges and threats. Besides, as human resources management system of the GXCC luqiao company is still not perfect, which restricts the development of the company? It insists some problems such as the company’s current brain drain is more serious, technical phenomenon is of short, the motivation of employees is not enough. As a result, setting up the reasonable talents resource strategy for GXCC1luqiao Company needs to be done at present.This paper combines with using the statistical, human resources management theory, and other disciplines theory knowledge, taking theory study, questionnaire and interview, empirical research methods, etc. At first, from the current situation of GXCC luqiao company talent resource strategy, it points out that the company’s human resources management has yet to be improved. There are many problems, such as human resources management concept, management mode, institutional and management methods, the dominant and recessive functions could not function well. In fact, the talented person’s demand to company is still pretty large, but personnel loss is high and the incentive effect for employees is weak,etc. Next, it make a further analysis about company talent resources from the internal and external environment, with SWOT analysis tools, matching the GXCC luqiao company’s opportunities, threats, the strengths and weaknesses to form alternative strategies scheme of the human resources. Then, according to the above analysis and the talent resource strategy principles and basis, the paper puts forward the GXCC luqiao company human resources strategy including vision, mission and goals. At last, in the process of human resources strategy implementation, the paper makes some piece of advice, risk prediction and prevention ideas. At the same time this paper proposes the corresponding security measures so as that it can provide certain reference for the similar enterprises.
