With the development of market economy, the supervision of the scientificmethod and effective means of Enterprise performance evaluation was generated.Enterprise performance evaluation has a strong role in guiding.In order to tap thebusiness potential fully and prevent the risk of the business for enterprisemanagement,A scientific and reasonable performance evaluation system is neededgreatly for an excellent enterprise.At the same time, the resource-based enterprises isan important part of the country’s enterprises,it plays a vital role in economicdevelopment; but generally the resource-based enterprises is a one-time naturalresources, however, natural resources have been gradually dried up andenvironmental degradationfor resources predatory exploitation, ultimately these arenot conducive to long-term development of enterprise.So the sustainabledevelopment is not only a new era of development requirements, but also its owninevitable requirement for resource-based enterprises.However, corporate financeindex is very important in our current resource-based Enterprise performanceevaluation system, the business performance and the development of enterpriseswere oriented by current profit maximization. This performance evaluation isobviously not conducive to sustainable long-term development of the resource-basedenterprises. Therefore, the construction of a new performance evaluation system ofresource-based enterprises and reasonable evaluation methods have significant andfar-reaching meaning for the development and operation of the resource-basedenterprises as well as the development of national economy.The resource-based enterprise performance evaluation was explored combingwith the economic,social and ecological environment and other aspects of performance,basing on the existing corporate finance, management, economics,operations research, statistics and other multi-disciplinary knowledge of theory, thecharacteristics of the resource-based enterprises and stainable development ischoosed as the new research perspective of enterprise Performance Evaluation basedon the status quo of enterprise. it mainly from the finance, management, environment,technology, security and social five performance indicators to evaluate theperformance of resource-based enterprises. A combination of methods of qualitativeanalysis (AHP) and quantitative analysis (MDEA) was used for performanceevaluation of resource-based enterprises on the basis of existing resource-basedenterprises performance evaluation methods and compared the advantages anddisadvantages of the method. Finally the feasibility and effectiveness of the modelwas proved through an example. The main contents are as follows:The first part, the research background of the performance evaluation ofresource-based enterprises were introduced, domestic and foreign literature onenterprise performance evaluation were reviewed, and finally put forward theDifficulties and innovations of the thesis were proposed.The second part, the theories of resource-based enterprise performanceevaluation system were elaborated,including the theories of resource-basedenterprises and enterprise performance evaluation theory.The third part, the problems of the existing resource-based enterpriseperformance evaluation system were summarized, the principles of the index systemwere discussed and the indicators of resource-based enterprise performanceevaluation system were selected and finally the resource-based enterpriseperformance evaluation system was establishmented.The fourth part is the building of the resource-based enterprises performanceevaluation model, the combining of Analytic Hierarchy Process (AHP) and ModifiedData Envelopment Analysis (MDEA) method was proposed on the basis of summingup the traditional corporate performance evaluation methods and the advantages anddisadvantages and finally the advantages of this new method was analysed.The fifth part, the evaluation system and evaluation methods were used suchas an oil company in Songyuan City to find out the problems of the businessperformance come and the rectification program and recommend countermeasures toimprove the performance of the enterprise.The sixth part is summary and outlook. The main contents of this article,innovation, limitations exist in the relevant research and to be to supplement and improve were Summarized, and the direction of the future to further research werepointed out.
