From cultivated land resource change driving force factor, the real-time accurate analysis and determine its value structure, adopt scientific method to measure the value of cultivated land resources, is to protect cultivated land and realize the basis of cultivated land resource sustainable use., however, there is no systematic study on the subject, the cultivated land resource value cannot reflect the change of cultivated land resource, cultivated land resources change under different driving mechanism, the expression of a lack of timely and accurate use of cultivated land resource value. Therefore, this research in typical black soil area in heilongjiang province area and he county in heilongjiang province as the research area, the analysis of characteristics of the dynamic change of cultivated land resource in the study area, based on the research result in the change of cultivated land resource dynamic driving force factors and mechanism, and explore the impact on the value of cultivated land change, from the perspective of cultivated land resource change driving force factor, analyze the real value of the cultivated land resources, and further to determine the dynamic change of cultivated land resource of cultivated land resource value under the driving force.The results show that:(1) the cultivated land resource value system covered include economic value, social value, ecological value and area difference value of four parts. Among them, the regional difference value refers to the major grain-producing areas farmers or the rural collective economic organizations to protect the cultivated land quantity and use the same and give up the opportunity cost of cultivated land into land for other income loss, partial loss of the regional differences of cultivated land resources value.(2) the study area of cultivated land quantity change characteristics: 1991-2006 and 2006-2009, the study area of cultivated land quantity sustained growth trends; Average annual reclamation rate and reduce the speed increase sharply, annual net speed but present a downward trend; Cultivated land quality change characteristics in the study area: 1991-2009, the study area of cultivated land quality overall level is not significantly with the extension of time series trend, its characteristic is based on four etc to peak, for the peak time in third class, to five and second-class and wait to successive decrease. From 1991 to 2009, the level of cultivated land resource economic value, social value, ecological value per unit area, theregional development value and total value were significantly increased. The driving factors of cultivated land resources change intensity of single function of soil and water loss index(X24)>per capita GDP(X17) > urbanization level(X26) > per capita income of farmers(X21) > soil pollution index(X25) > policies and regulations(X18) > the population density(X16) > alkaline hydrolysis nitrogen(X3) > NDVI(X6) > available P(X1) > soil texture(X10). Cultivated land resources change each single direct effect size rank drive factors and driving factors in the total composite effect size difference is bigger. Cultivated land resource change driving factors in the total composite effect ranked higher than its direct effect size to the size of the driving factors are:the per capita income of farmers(X21), population density(X16), policies and regulations(X18),soil texture(X10); Cultivated land resource change driving factors in the total composite effect size rank lower than its direct effect size of driving factors are: soil pollution index(X25), water loss and soil erosion index(X24), available phosphorus(X1).(5) the cultivated land resource change driving factors interact through direct effects and indirect effects of cultivated land resources, the total value of cultivated land resource value of each factor intensity of single function of irrigation capacity > tillage convenient degrees > convenient traffic >the artificial cultivation ability >regulations and policies > GDP per capita > Per capita income of farmers > urbanization level >soil erosion index of population density > topography > soil pollution index > the average output of cultivated land > alkaline hydrolysis nitrogen > available P > NDVI > slope > DVI > organic matter > PH > available K > layer thickness of black soil > soil type > elevation > soil texture >RVI, alkali solution nitrogen, RVI, soil and water loss and soil pollution index and negative correlation between cultivated land resource value, the reverse effect on cultivated land resource value, as well as an increase soil alkali-hydrolysable nitrogen, RVI, the increase of soil and waterloss and soil pollution index, will reduce cultivated land resource value; The rest of the impact factors and the cultivated land resource value was positively related to relationship, positive effect on cultivated land resource value, namely the impact factor value increase, will rise to cultivated land resource value. Cultivated land resource change of driving factors by other factors together or inhibition of indirect influence on cultivated land resource value, mutual connection and interaction among different factors, indirect effects of cultivated land resource value size, direction,each are not identical. Cultivated land resource change driving factors through the direct effect and indirect effect, the comprehensive influence of cultivated land resource value. Urbanization,population density, farming convenience degree, dvi, per capita income of farmers,rapidly-available potassium, RVI comprehensive effect on cultivated land resource value is bigger,and the direct effect and indirect effect is bigger gap. Urbanization, population density, farming convenience degree, dvi comprehensive effect is positive, interaction between factors is the result of the the comprehensive effects of cultivated land resource value prompt cultivated land resource value to increase; Per capita income of farmers, available potassium, RVI comprehensive effect is negative, the interaction between factors on the comprehensive impact of cultivated land resource value result is to promote cultivated land resource value lower.(6) in the study area changes on cultivated land resource in 2009 comprehensive effect is between 0.73-0.96, the corresponding cultivated land resource value is about 842000 yuan/ha-908000 yuan/ha, the cultivated land resources change comprehensive effect is 0.01 per change, the change of cultivated land resource value value in 2870 yuan. Among them, the cultivated land resource change driving factors in every change 0.01 units, cultivated land resource value change each are not equal.
