Energy shortage, fresh waterresource crisis, the forest resources declined, desertification, global warming,ozone depletion, acid rain, and species extinction, garbage in accelerating,poisonous chemicals environmental pollution problems has become a greatthreat to the survival of mankind.At present, the world must choice a low carbon development way,harmonious co-existence with the nature, in order to avoid resource shortage,worsening ecological environment and to realize the sustainable development.The low carbon economy as a new trend of the future world economydevelopment, may bring the terms of trade, international market, internationaltechnology competition pattern changes; The countries all over the world takethe advantage status in a low carbon economy development, and boost itsinternational competitiveness and influence, governments come on the nationalpolicy positively to escort its low carbon economy development.
