A Study On Evaluation Of Implimentation Results Of Chinese Public Expenditure Policy On The Saving Energy And Emission Reduction

From the beginning of the "Eleventh Five-Year", with the China’s economic development, the government has been more and more attention of the work of energy saving and emission reduction in the double pressure of energy shortage and environmental pollution. In the "Eleventh Five-Year" period, government has introduced a series of energy conservation and emission reduction policies. Therefore, energy saving has aroused widespread concern. Policy research on the implementation of energy saving has become a hot issue of academia. In this context, In this context, this paper carries out the evaluation on the public expenditure policy base on the saving energy and emission reduction. Moreover, evaluation of the public expenditure policy base on the saving energy and emission reduction has important theoretical and practical significance. It can provide theoretical support and decision for the state making energy saving and emission reduction policies in the next stage.This article, on the basis of the summary of evaluation review in the domestic and foreign energy saving policies, this article reviewed the process of energy saving policy and current public expenditure policy base on the saving energy and emission reduction. And analyze the public expenditure policy base on the saving energy and emission reduction from two aspects.On the one hand, from the vertical perspective of our government to implement energy saving policy, according to the evaluation of public policy evaluation criteria and evaluation models, the paper determines the energy saving policy evaluation of the evaluation criteria and evaluation models(AHP). And combined the environment impact, changes in expenditure structure and Policy-oriented three dimensions to construct the comprehensive evaluation index system of the evaluation of the public expenditure policy base on the saving energy and emission reduction. And based on expert scoring method to determine the weight of each index, evaluated the public expenditure policy base on the saving energy and emission reduction in recent years by AHP.On the other hand, from the international energy situation and carbon emission reduction conditions, analyze and summarize the advanced experience of the developed countries of the United States, Japan, EU countries based on the public expenditure policy base on the saving energy and emission reduction. From the horizontal perspective, lessons learned from the advanced countries and came to help China’s development experience.Finally, integrated the integrated vertical and horizontal angles, this paper put forward suggestions on improving the public expenditure policy base on the saving energy and emission reduction by reference to international experience and the characteristics of China’s own development and trends.
