Entering the intermediate period of China’s industrialization, aconsiderable part of our existing resource-based cities faced with the problemof resource depletion. Resource-exhausted cities have become an importantfactor which is affecting the sustainable and healthy development of nationaleconomy and social political stability. It’s significant to achieve the economyrestructuring and sustainable development of resource-exhausted cities. As anew economic philosophy, the circular economy is a manner of sustainabledevelopment using the recycling of resources as the core, the resourceproduction rate as efficiency standards. It can significantly improve theresource utilization; the development of circular economy will be an importantway to achieve resource-exhausted cities’sustainable development.Firstly, this paper reviews the resource-exhausted cities’ theory, therecycling economy and its evaluation theory, analyzes the necessity of carryouting circular economies’ transition from the evolution path of theresource-exhausted cities and resource recycling. Secondly, considering thecharacteristics and the problems of resource-exhausted cities, this paper uses Purpose tree analysis method to analyze the circular economic structure ofthe of resource-exhausted cities, establishes evaluation index system ofresource-exhausted cities’ circular economy development which contains28indicators and5subsystems, such as the economic and social development,reduction of resource investment, reduction amount of pollution emissions,recycling of resources and ecological environmental quality.This paper uses the entropy weight-TOPSIS analysis method todynamically analyze recycling economic development of theresource-exhausted cities’ typical representation Tongling. We choose22resource-exhausted cities including Tongling as samples, conduct staticcomparative analysis of Tongling City’s circular economic development in2010. The empirical results show that: the development of Tongling City’scircular economy leads a top position among the22cities. With the overalllevel of circular economy improving year by year, we still need to improve therecycling of resources and improve the ecological quality of the environment.Based on the established index system and evaluation methods, we canobjectively evaluate the development of circular economy ofresource-exhausted cities, and provide references for resource-exhausted citiesto further enhance the development of circular economy.
