With the fast growth of urbanization and industrialization, a large amount offarming land has been applied to industry, posing great pressure to the protection offarming land. Though there have been quite a lot of policies on protecting farmingland, the phenomena of occupying farming land for the sake of industrial land are stillin existence. From the viewpoint of resource value, the analysis on value lossesagainst value benefits of industrial land occupying farming land will contribute to thediscovery of the loopholes in protecting farming land, which is significant toperfecting the protection policies of national farming land in both theory and practice.The research takes Yongtai County in Fujian province for example. Thecomprehensive assessment of both industrial and farming land in economic value,social value and ecological value as well as the analysis on losses against benefits ofresource value will be achieved through constructing resource assessment system andapplying surrogate market approach as well as the relevant theories and methods.The research results are as follows: first, the total value of unit area for farmingland in Yongtai County is56,600yuan per mu. In it the economic value is500yuanper mu, which takes only0.88%in the total value of unit area, with ecological value16,600yuan per mu taking29.33%and social value39,500yuan per mu taking69.79%respectively. There is both economic social and ecological value existing infarming land. However, the current protection of farming land focuses on theprotection of its economic and social value, ignoring its ecological value, especiallywhen it comes to be the issue on land requisition compensation, which apparentlybreaches the law of value. This value distribution mechanism is so unreasonable thatit not only does harm to the peasants’ rights and benefits but also brings negativeeffects on the protection of farming land.Second, the total value of unit area for industrial land in Yongtai County is92,900yuan per mu. In it the economic value is92,300yuan per mu, with ecological value-12,700yuan per mu and social value13,300yuan per mu respectively. Industryis likely to achieve considerable economic value, which is the main reason forindustrial land occupying a large amount of farming land. Furthermore, at present,some local governments are slavishly engaged in investment attraction, causingserious repeated construction, thus on the one hand a large amount of farming landhas been occupied, on the other hand, some land resource has been wasted,whichcauses the low utilization ratio of land and certain damage to ecological environment.If the increasing deterioration of ecological environment is indulged, the developmentwill be unsustainable at the expense of environmental resource.Third, the unit dominant value of industrial land is its economic value91,800yuan per mu, which is183times as much as the economic value of farmingland. From the viewpoint of the comprehensive value, industrial land’s value is36,300yuan per mu compared to56,600yuan per mu of farming land value. Thecomparison indicates that the value produced by industrial land, which often occupiesthe farming land, is lower than that of farming land. People always have a preferencefor the land utilization approach which may bring more immediate economic value,which results in the transformation of farming land with low economic benefits intoalternative land using (industrial land) with relatively more economic benefits, henceleading to the serious loss of farming land. Therefore, the land requisitionmanagement system must be perfected and effective marketing approaches must beestablished so as to contribute to the sound development of economy, society andecological environment by assessing the value of farming land in a correct way andprotecting peasants’ legal rights and benefits.According to the assessment result, quantitative analysis of value losses againstvalue benefits of industrial land occupying farming land may effectively helpimplement the compensation mechanism of farming land, guarantee peasants’ rightsand benefits, collect compensation of ecological environment from the farming landoccupants, take advantage of low-slope hilly region to develop industry, offertechnological support to the scientific accounting for green GDP, put forthcountermeasures for the sound development of industrial land and the reasonableutilization of farming land resource, and provide theoretical support for the perfectionof land management in our country.
