Research On Establishment And Implementation Of Integrated Management System For Electrical Power Project

This paper has studied the application of the integration management system of three international standard management system, including the Quality Management System (ISO9000), Environmental Management System (ISO14000) and Occupational Health and Safety Management System (OHSAS18001), which have been used in the Electrical Power Projects.This paper first introduces the developments of the three international standard management systems and their applications in China, then describes the definition and development of the integration management system, analyze the relationship of the three international standard management system and the corresponding relationship of the Specific factor and illustrates its practicability and advantage of the integrated management system. According to analyzing the base principle, operation mode and the key contents of the three systems combination for the electrical power project management in China, we outline the integrated framework and research the method how to establish the integrated management system including QMS, EMS and OHSMS, and also propose the main procedures for building the integrated management system. The key of the integrated management system is the preparation of the document. Only through integrated document preparation, can the integration of the three systems be realized. The document of integrated management system is the base of effectiveness and incessant improvement of assessing electrical power project management system. The documents integrated method has been detailed described in this paper.We test and verify the feasibility and effectiveness by establishing the three integrated management system to the Project of LiaoCheng Power Plant through processing method with the main four processes of planning, resource management and Product realization, measuring and analysis, improvement. The important process control of Liaocheng power project management including the contractor and supplier control, construction control, quality control, environmental management, occupation health and safety management, modification and emergency management. The experiences and effects are summarized. The work of this dissertation can provide a good theoretical and practical foundation for the implementation of three integrated management system standard in electrical power project management.
