Human resource now become the most important factor for the enterprises to compete in the market since the fast development of economy.Human resource also become market-oriented. state-owned enterprises in china are competitive in attracting talented employees because of the stable working conditions and benefits. However, with increasingly intense competition in the talent market, the brain drain are becoming a management risk in the state-owned enterprises.For example, the specialist, key position employees, temporary employees, remote employees are the main parts in the brain drain of state-owned enterprises. Though many state-owned enterprises are amending and improving the human resource mechanism,aiming to maximizing the effectiveness of the talent,there is still a structural shortage of talent caused by “not enough” and “not applicable”.The thesis will analysis the status and factors of brain drain in the state-owned enterprises combined with the theory of turnover,then propose how to avoid this kind of risk from the perspective of psychological contract. This is not only a further extension for the application of the theory,but also has significance.for state-owned enterprises to strengthen human resource management.Firstly the thesis reviews relevant theory about psychological contract and brain drain,then analysis the status of the brain drain in state-owned enterprises through the literature and the experience from the author’s research.In the guide of the thoery about psychological contract,the thesis confirms that development opportunities, material incentives, relationships and work environment are very important for the employees in state-owned enterprises through the methods of questionnaires and statistical analysis,it also finds that the affecting factors of staff turnover are different under different individual variables.The thesis builds process model of employee turnover,and model of controling the process, basing on the psychological contract.And also proposes strategies for controlling the brain drain,wishing to provide theoretical guidance and decision-making advice.
