Farmers’ professional cooperative economic organizations are the most importantmicro-economic organizations in agricultural development. They are not only effectivecomplements of the household contract responsibility system but are inevitable institutionalinnovation in new output and productivity environment and small-scale farmers operatingsystem. Farmers’ professional cooperative economic organizations are playing irreplaceableroles in many rural development, such as, in docking with large market, improving individualfarmers’ capacity of right protection in bargaining in the big market, and what’s more, if thedevelopment is appropriate, they will be necessary carriers and powerful aides in therealization of China’s agricultural industry and the development of new rural construction.Overall, the development of professional cooperative economic organizations regardingChina’s farmers’ cooperatives as their most typical representatives only has a history of lessthan30years, and their mode selection and functional building are still in a constantexploration and stay in a initial stage. Therefore, this article attempts to create a new ruralcooperative economic organizations’ function system, that is, the system of comprehensiveservice functions of the farmers’ professional cooperative economic organizations, through thestudy of literature and field research, and on this basis tries to build development model ofChina’s farmers professional cooperative economic organizations in line with China’s realagricultural situation and in such attempt to build bridges between the development ofcooperative economic organizations and the industrialization of agriculture and new ruralconstruction. This article is divided into six chapters.Chapter1, Introduction. This chapter briefly described the research background andsignificance; summarizes the development process of professional cooperative economicorganizations regarding China’s farmers’ cooperatives as their most typical representative andthe research context of them in the academic world; summarizes in recent decades, in China,the development of farmers’ professional cooperative economic organizations and the mainproblems; outlined the research methods used in this article and possible innovation. Chapter2, Definition of the concept and the establishment of index system. In thisChapter, Author firstly defined the relevant concepts; then compared professionalcooperatives and comprehensive cooperatives listed controversies about the cooperativemodel selection in domestic academic field, and then on this basis, leads to the concept of thetheme of this paper-the comprehensive service functions of farmers’ professional cooperativeeconomic organizations; then, Author finished the establishment of index system of farmers’professional cooperative economic organizations’ comprehensive service functions, and thendetermined the index weight by AHP.Chapter3, Empirical research of the comprehensive service functions. This chapter firststated the basic assumptions of the study of objects’ necessity; and then introduces fuzzycomprehensive evaluation method; then applies this method, from the perspective of farmers,makes the empirical research of farmers’ potential demand on the comprehensive servicefunctions of farmers’ professional cooperative economic organizations, and from theperspective of the members of farmers’ professional cooperative economic organizations,makes the research of their satisfaction with the comprehensive service functions ofcooperative economic organizations; by the end, comes to make the overall analysis and gapanalysis based on the study of the above two perspectives, and the conclusion is that it isnecessary to build farmers’ specialized cooperative economic organizations’ comprehensiveservice functions.Chapter4, Combination of industrial chain organizations and construction of thecomprehensive service functions. This chapter first describes the operation mechanism of thedevelopment model and some possible development conditions; at last, validates thefeasibility of the development model by case studies.Chapter5, the construction of cooperatives’ comprehensive service functions and theimprovement of village governance mode. The chapter is structured as follows, first of all, theresearch described the phenomenon that the village committee functions transferred and thisleaded to some overlap between the village committee functions and the professionalcooperative economic organizations’ functions, on this basis, Author put forward that thevillage governance mode must be managed together with the development of cooperatives toachieve a comprehensive and integrated governance mode for the development of the two;then, by analyzing the important influence on the mode of rural governance from thedevelopment of agricultural cooperatives, Author researched how to enable the developmentof cooperatives and rural grass-roots management to form a cohesive force; then, combinewith theoretical studies and typical case analysis to explore a new model for rural communitydevelopment, that is, the model of "party+village governance+the development of cooperatives"; finally, make recommendations on the tripartite combination of "party+villagegovernance+the development of cooperatives".Chapter6, Conclusion and Prospect. Made a final overview of the results in this chapter,listed the prospect of the study, summed up the probable inadequacies of the study.
