Research On The Economic Compensation Standard Of Cultivated Land Protection In Henan Province

We implement the strictest cultivated land protection system in China,but the effect of cultivated land protection is not optimistic.On the one hand,because of the contradiction of the costs and benefits of protection of farmland,investments of farmers in arable land decrease,the quality of cultivated land is declining,the phenomenon of abandoned farmland is serious.On the other hand,with the rapid urbanization in China,the demand of economic development for cultivated land is increasing.Non-agricultural farmland income is much greater than the cultivated land.Coupled with increased opportunities for migrant workers,the enthusiasm of the cultivated land protection is greatly reduced.Therefore,it is imperative to establish the compensation mechanism for protecting arable land and maintaining food security.Because the compensation standard is the core of the compensation mechanism of cultivated land protection,it is of great theoretical and Practical significance to study the compensation standard of cultivated land.Basing on the theory of economic compensation of cultivated land protection at home and abroad,and combining with the practice of compensation of cultivated land protection at home and abroad,this paper conducts research in the following aspects in Henan province.Firstly,analyze the status of cultivated land protection,practicing of cultivated land protection in Henan province,the plight of the cultivated land protection and the necessity of economic compensation of cultivated land protection in Henan province.Secondly,Measure area of economic compensation of cultivated land protection basing on the law of food safetyin Henan Province and determine the cultivated land deficit/surplus area.Thirdly,Measure economic compensation standard of farmland protectionbasing on the internalization of external economic.Use the equivalent factor method to measure the ecological value of the cultivated land and use the shadow price to measure social value included,and use Yield reduction method to measure the economic value not reflected in the market.At the same time,use social phase correction coefficient to measure the compensation standard of Henan Province and cities.Fourthly,Measure economic compensation standard of farmland protectionbasing on the land development rights.It is based on the premise of opportunity cost.The value of Land development rights is equal to the balance of benefit of cultivated land into construction land e and agricultural land,and through land reduction rate to reduce cultivated landresource value as the compensation standard.Fifthly,determine the index weight by the Delphi method.The results of the two methods to measure the compensation standard is weighted summation,determine the comprehensive compensation standard of Henan Province,and then according to the area of cultivated land protection compensation,determine the amount of protection of farmland in Henan Province.Sixthly,Evaluate the implementation effect of comprehensive compensation standard of cultivated land protection basing on the scenario simulation methodin Henan Province.Main results are as follows.(1)Henan Province is the surplus area of arable land.Under the 95% level of self-sufficiency,demand for 450 kg of grain per capita,the surplus of the cultivated land area is 1.7099 million hectares.There are 13 cities of Kaifeng,Anyang,Hebi,Xinxiang,Jiaozuo,Puyang,Xuchang,Luohe,Nanyang,Shangqiu,Xinyyang,Zhoukou,and Zhumadian are the surplus areas of arable land by analyzing.There are five cities of Zhengzhou,Luoyang,Pingdingshan,Sanmenxia and Jiyuan are the deficit areas of arable land.(2)Basing on the method of internalization of external economic,average compensation standard of cultivated land protection is 44641.35 yuan Per hectare per year of Henan provincein 2014.Economic compensation standards still have certain gap in cities,the standard of compensation is the highest in Zhengzhou,64259.98 Per hectare per year.Compensation standard of Xinyangis lowest,20536.89 Per hectare per year.(3)Basing on the method of value of farmland development rights,average cultivated land protection value is 927540.81 yuan Per hectare,the average economic compensation standard is 46840.81 yuan Per hectare per year,in 2014 in Henan province.Economic compensation standards still have certain gap in cities,the highest standard of compensation is Zhengzhou,82982.92 Per hectare per year;compensation standard of Zhumadianis lowest,29772.28 yuan Per hectare per year.(4)The economic compensation standard of cultivated land protection is obtained by weighted summation is 45569.52 yuan Per hectare per year in Henan in 2014.Under the 95% level of self-sufficiency,set per capita consumption of grain of 450 kg,Henan province should accept the amount of 51.8645469 billion yuan after compensation.(5)Per capita net income of rural residents is only 42.10% of disposable income of urban residents before compensation.If by 50%,80% of the compensation,urban residents per capita net income of rural residents is 73.85%,92.90% of disposable income;If by the full compensation,per capita net income of rural residents is 1.06 times of urban residents' disposable income.
