Article use the income approach and willingness survey method, to account for the full value of Cultivated Land.Based on the loss benefit of farmland protection to build the economic means of farmland protection.The average arable land planted economic benefits is23,910yuan/ha in the past three years typical of Hunan Province.and Wang Cheng city is24,705yuan/ha; Xiangtan County is23,035yuan/ha, Lei Yang city is22,305yuan/ha; Chang De city is25,605yuan/ha. through the CVM Willingness to alternative non-market values of farmers the protection of farmland in typical areas of Hunan Province, the average value in typical areas of Hunan Province is4677.33yuan/ha, and Wang Cheng city is131,874.24yuan/ha and Lei Yang city is111,777.39yuan/ha, Xiangtan County is116,283.92yuan/ha, Chang De City, is116,113.97yuan/ha.
