| In recent years, human resources have become the vital motion of economic development and the first resource that various professions compete for. The inspection and quarantine sector is the important organ which is directly under the control of central government. It is responsible for protecting the security of national exit and entry commercial trade and personal health, thus its management and development on human resource have the feature of representative and urgency. As the department on front line, the inspection and quarantine of Erlianhaote has a foothold on the port and it serves for international commercial trade. Although it has been making effort on exploring human resource, there are still some problems, such as the unreasonable structure of human resource, the lack of input about education and training, the blocked passing in and out channel for talented person, the slow-moving of the staff, and the backward managing pattern and so on. In connection with these problems above, the thesis will make a discussion about the countermeasures and suggestions. The first is increasing the input on education and training in order to develop different levels of human resource and improving the quality of the staff; the second is planning and configuring the human resource reasonably by setting up the effective system of job evaluation and system of performance evaluation; the third is promoting everyone’s enthusiasm and initiative throughout establishing effective encourage system; the fourth is reinforcing the cultural construction on the purpose of improving personal dependence and ascription of this sector. These suggestions are helpful for the development on human resource of the inspection and quarantine and the construction of an effective, unity, and harmonious team. |
