| State-owned property of administrative institution is the general name of all kinds of economic resources which are owned&used by administrative institution and measurable by money value. It is an important component of state-owned property, is fundamental material guarantee and economic basis for government performing its functions, and its running efficiency and quality are main indicators to judge the government’s operating costs. In recent years, under the high attention of the government, state-owned property management of administrative institution is gradually moving towards standardization, but many problems are still existing due to the non-standardized regime and operation process, such as unfair allocation, unreasonable use, low use efficiency, severe waste and so on. Meanwhile, with the rapid development of the economy and establishment of public financial system, the proportion of state-owned property of administrative institution is growing in whole state-owned property. Accordingly, it is significant to strengthen the management of state-owned property of administrative institution.The paper gives a comprehensive analysis on the management of state-owned property of administrative institution, combining with the actual situation of District of Ordos, guided by government role theory, public choice theory and other public theories, based on summarizing and using the advanced experience on state-owned property management of domestic and foreign administrative institution, and adopted the analysis methods of field survey, literature search, theoretical analysis, empirical analysis, and use and analysis.This paper includes six parts. The first part mainly introduces the background and significance of this subject, simultaneously some correlative domestic research literature is also reviewed. The second part mainly explains the concepts, characteristics, composition, classification, management principles, management content and tasks, and the theoretical basis regarding and involving in the state-owned property of administrative institution. The third part mainly introduces the current situation of State-owned Property Management in Dongsheng District of Ordos. The fourth part sets forth the problems existed in state-owned property management of local administrative institutions combining with the actual situation of Dongsheng. The fifth part enumerates some state-owned property management modes both in the domestic and oversea, which shall be a reference for us. The last part puts forwards some countermeasures and suggestions on strengthening state-owned property management of Dongsheng administrative institution based on analysis the main problems existed and summing up the experience. |
