Facing the global economic crisis in2009, Chinese government increased the investment in fixed assets and the construction of infrastructure in that the construction industry developed and prospered. However, behind the prosperity, the competition of personnel talent is becoming much intenser; and the loss of the talents has become one of the main problems in the enterprise development in the future. It cause author’s attention on how to preserve the professional technical personnel and attract the outstanding talents to join the enterprise.Based on this, the paper takes Tong Liao Transportation Engineering Bureau as the researching example, through interviews and questionnaire investigations, analyzes the present situations of the brain drain in it; and meanwhile makes three explanations for the causes of the loss of talents from respectively the external factors, the enterprise factors and individual factors. It analyses from the single factor of variance on the wages, gender, working age, working environment, work potential, titles, and the education degree and etc, multiple factors. The results showed that:the influence of gender and education degree to the brain drain is not significant, while the influence of wages, working age, working environment, work potential and titles are in significantly negative correlations,as which are the same as the conclusions made before. Finaly, the specific measures to preserve the talents are put forward in the paper, which includes:makes clear enterprise positions and development goals, promotes enterprise cultural development, improve the technical personnel’s working environment,and steadfies the technical personnel’s wageand the subsidies, broaden the promotion channels and provides training chances.
