Today,with the rapid development of the knowledge-intensive economy,the competition among enterprises is,in the essence,the competition of talents.Attaching importance to talents and paying attention to the management of human resources has become a necessary measure for state-owned enterprises to improve their market competitiveness and break through their own bottlenecks,so as to achieve sustainable development.In recent years,the phenomenon of the brain drain of state-owned enterprises is serious,which has caused widespread concern in the society.This article will focus on the study of the brain drain of XX oil company,and put forward some suggestions on this phenomenon,hoping to benefit the development of the enterprise.XX company,as one of the advanced branch of Sinopec which sells the product oil in Yunnan province,was once a competitive enterprise with great power in the talent market.But in recent years,due to the rigid mechanism of management,the adjustment of enterprise policy,change of staff's thought and other internal reasons,as well as some external factors such as the rapid development of other oil companies in Yunnan and the relaxed environment for the flow of talent provided by the national policy,the problem of brain drain of XX company is increasing year by year.According to statistics,from 2014 to 2017,the rate of talent loss of the company is as high as 20% and the rate of brain drain is high,which causes the decline of enterprise operation efficiency,which seriously restricts the long-term development of the company.How to avoid the serious loss of talent and strengthen the competitiveness of the market has become an urgent problem that XX oil company needs to face and solve.Starting from the industry background of XX company,combined with the current situation of brain drain of XX company,this paper analyzes the key factors that give rise to brain drain by data collection,questionnaire survey and face-to-face interview.And the comprehensive analysis of these factors is carried out,and the management and solution of the phenomenon of brain drain is put forward from five aspects,including improving the use of people,educating people correctly,and being fair to person and so on.Specifically,it will start from establishing a scientific personnel promotion system,strengthening the construction of corporate culture,improving performance evaluation system,planning career opportunities for talents,conducting timely communication before employee's leaving and establishing good relationship after leaving.While retaining the existing talents as far as possible,this paper will make some suggestions for future talent management,so as to provide some reference and thinking directions for the reasons and solutions of the brain drain in state-owned enterprises.
