Since1990s as a product of the market economy made to staffing firm enterprise management research hot spot, also become the domestic enterprises employing way more and more popular. In the fierce competition in the telecom industry, in order to possible reducing human resource cost, labor dispatching become increasingly forging the competitiveness of an enterprise strategic means. In enterprise human resources management study, while people in the positive discussion employee compensation and benefits, performance evaluation, career development each aspect, but for labor dispatching employees this enterprise marginalized groups but attention is not enough, this group to become the enterprise marginalised in disadvantaged groups.This paper tries to analysis the staffing firm employees working status and post the problems existing in the management and help the human resources administration departments self-diagnosis and understand the status quo, so that to the existing problems and corresponding measures for the corresponding resources to correct or the consummation. At the same time analyzed the enterprise human resources work to provide guidance and daily management standard, how to work in coordination outsourcing employees and formal employee, and through the corresponding evaluation system, such as welfare, career development, improve labor dispatching system to encourage the staff to work the value recognition and mobilize the enthusiasm, initiative and creativity, let them with more passion into work, produce higher performance.
