With the intensification of the world population aging, people had pay more and more concern on the issue that how the pension insurance system developed in a sustainable way. In some economically developed countries, as the second pillar of the World Bank’s "three-pillars of the old-aged insurance", the firm pension had played a full role. The pension replacement rat which the firm pension provides, guaranteed the living standard will not substantial decline after the retirement. But in our country, firm pension is still on the initial stage after decade years of developing. The numbers of the enterprises participate in the firm pension is small, and had a low coverage on people. This situation is more obvious in some underdeveloped areas in our country. The people here had a low awareness on the firm pension, so the enterprises which established the firm pension business mostly are large state-owned, and monopoly. If we let the situation continued in this way, a new unbalanced retirement income between areas will be formed. So, it will be more important to spread firm pension in the underdeveloped areas. This paper is on this basis, to study the barrier of the firm pension development in the underdeveloped areas of our country, combined with foreign advanced experience, propose some targeted suggestions to the firm pension growth in the underdeveloped areas, eventually make the people in these areas had a better payment after their retirement.There are six chapters of this paper. The first chapter, introduction, mainly introduced the background, significance, theoretical basis of firm pension, and research methods, innovation of this paper. The second chapter is related research literature review of firm pension. The third chapter is discourse the necessity that why the firm pension need to be done at the underdevelopment areas, and point out that the development of firm pension is a trend, not only it can increase people’s retirement income, but also can help the economic developing in these regions. The fourth chapter presents the problems in underdevelopment areas that prevent the development of firm pension in different angles, such as government, companies, capital markets and employees. The fifth chapter takes U.S, UK, and Australia for example, analysis the feature of firm pension in the foreign developed countries, and the experience, inspiration which the less developed areas can learn. The sixth chapter makes policy recommendations against the characteristics of underdeveloped areas, in order to advance the firm pension in these regions.
