| Agriculture is both the basis of our national economy and also an important part of our national economy. Agricultural development level exerts its direct influence on the development of the whole national economy. The traditional agricultural production mode is not suitable for the need of the modern agriculture development, therefore, to change the backward, small-scale, extensive agricultural production mode and establish an advanced, large-scale, intensive modern agricultural production mode is a must. China is in its transitional stage of agriculture when a key element in this period is advanced science and technology and management concepts with the human resources as the most important carrier. Having human resources team corresponding to the need of the society is the key to success. Some achievements have been made in building agricultural human resources team of China, but it develops still relatively slow with its very limited contribution to the progress of agriculture. Therefore, the establishment of a high-quality agricultural human resources team is very significant for changing the current agricultural development mode with over-high and excessive costs and establishing a modern agricultural development model. The thesis,set at the stage of China’s current agricultural transitional stage, takes heightening agricultural human resource development and management and promoting China’s building of agricultural human resources team as the main means so as to further explore how to solve the main problem of the lack of human resources in China’s modern agriculture at this stage which is considered as a new topic to be discussed in human resources development and managementBased on the analysis on and borrowing from the outstanding achievements home and abroad, human capital theory, the dual economy theory and induced institutional change theory were used as the theoretical support. With qualitative analysis the research method and on the basis of analyzing the current situation of a lack of human resources in China’s present agricultural process and the factors that influence it, the thesis focuses on establishing the agricultural human resources team building system suitable for China in order to offer the theoretic basis and reference for taking related corresponding countermeasures in solving the lack of human resources in the present stage of agricultural development and provide intellectual support and personnel security for the modernization of China’s agricultural development.First, the supporting role of agricultural human resources for modern agriculture, agricultural technology progress, and promoting the development of agricultural industrialization were elaborated from the point of view of the role and features of human resources. Second, according to China’s actual situation and relevant information, the current situation and the existent problems of the lack of human resources at the agricultural transitional stage of China were analyzed. Third, the PEST factor analysis method in the strategic management was used to analyze the status of factors that caused the current situation of a lack of human resources at the agricultural transitional stage of China for qualitative analysis in order to find a breakthrough to solving the problem. Fourth, by reference from and comparative analysis on the building of human resources in modern agriculture in the United States, Australia and Japan, this thesis is to provide a platform of experience and comprehensive perspective for the research on the current situation of a lack of human resources at the agricultural transitional stage of China. Fifth, Based on the above research this thesis is to provide constructive countermeasures in agricultural human resources team building and to heighten the macro ideas on the building of agricultural human resources, the mechanism innovation of the agricultural building of human resources and the policy innovation of the agricultural building of human resources. In this way logistics safeguard and institutional support were offered for the construction agricultural human resources through the construction of general thought, policy innovation and mechanism innovation. |
