The healthy development of agricultural system is the important guarantee to the economic growth and social stability. Our government attaches great importance to agricultural enterprises and offer support to promote the development of agricultural economy. As a big province of agriculture, Heilongjiang reclamation area has massive area, large production scale and plenty of farms. In the period of planned economy, it has made great contribution to economic development, but was influenced severely by the planned economy. In the past30years of the reform and opening-up policy, Heilongjiang reclamation focused on enterprising reform and implemented the modern enterprise system. Although it has made some achievements already, it is still difficult to solve the problems such as resource wasting, ambiguousness of property right, unclear nature of the enterprise, etc. Those problems can hinder the development of agriculture. With the development of market economy and increase of competition, our agricultural system needs an appropriate structure for further development.By summarizing the theory and research review, this paper introduces the concept, type, design guidelines and design procedure of organization structure. Based on that, it analyze current situation of our farms quantitatively and qualitatively, and introduced the development of Erlongshan farm in Heilongjiang. Combining theory and reality, it focuses on the construction of index evaluation system for organization structure of state-owned farms. Taking Erlongshan farm as an example, this paper uses AHP-fuzzy comprehensive evaluation and entropy weights-fuzzy comprehensive evaluation methods to evaluate the organization structure of this farm. The conclusion part includes suggestions on how to reform and improve the organization structure of Erlongshan farm.The conclusion of this paper maybe summarized as following. First, Erlongshan farm has problem such as ambiguousness of property right, no clear line between government and enterprise, bulky scale, low level of innovation and so on. Second, weighted from high to low, the farm’s rule layer can be ordered as integration, adaptability to internal and external environment, operation performance, advancement and speed. Third, return on total assets, consistency with the trend of organization structure, and fitness to the enterprise scale score quite high. Next are the softness of structure, return on capital, department specialization and coordination, fitness for employees’quality, structure and technical characteristics. Other indexes score relatively very low. Fourth, the integration of structure with actual situation, adaptability and operation of Erlongshan farm are in the "medium" level. Operation performance and advancement of organization structure, on the other hand, are in "poor" level. Comprehensively calculated, the rationality level of Erlongshan’s organization structure is "medium". Fifth, the AHP-fuzzy comprehensive evaluation of Erlongshan’s organization structure concludes that the order of the indexes should be:operation speed, advancement, fitness, operation performance.
