In recent years, the production capacity and production scale of agricultural products in Hubei province have been improved significantly. However, the problem of circulation efficiency of agricultural products has not been ultimately solved. The wholesale market of agricultural products is the hub of the entire circulation system. Still some problems exist in the construction of agricultural products wholesale market, such as insufficient resources investment, lacking of scientific planning and other issues, thus agricultural products wholesale market has not fully played its important role in the circulation process. How to organize the wholesale market circulation, improve the circulation efficiency, regulate and purify the wholesale market and enhance the market competitiveness of agricultural products, has become an important issue to be urgently solved for social economic development in Hubei province.By reading relevant research results in home and abroad, this paper summarizes related quantitative research methods for the empirical analysis of circulation efficiency of agricultural products, including:ratio analysis method, fuzzy comprehensive appraisal method (FCE), analytic hierarchy process (AHP) method and data envelopment analysis (DEA) method. Eventually the DEA method is adopted to measure the circulation efficiency value. Through on-the-spot investigations around the cities of Hubei province and questionnaires survey, the author has collected the detailed information of48wholesale markets of agricultural products in Hubei province. According to different ownership forms, enterprises are divided into four categories:state-owned, collective, joint-stock and private; integrated and professional enterprises in terms of market nature; large, medium and small enterprises according to the size of the market. Taking into account the operability of empirical analysis and combining with the special nature of the agricultural products wholesale markets, the paper establishes a DEA-BCC model and identifies three input indicators:operation area, the total number of employees, total assets and two output indicators:annual turnover and annual profit.Through analyzing the relevant data with DEA2.1software, the paper gets the data of technical efficiency, pure technical efficiency, scale efficiency and return to scale of agricultural products wholesale market in Hubei province. It can be seen that the technical efficiency is a little bit low, pure technical efficiency is in a medium level, the scale efficiency is not high, and the return to scale is increasing in most of the wholesale market. Meanwhile, the technical efficiency is inversely proportional to the scale of the wholesale market; various types of efficiency of comprehensive and professional markets are relatively low, as a result of a increasing return to scale because of a small scale. The private market is clearly superior to other ownership market.Based on the above results, the following recommendations are put forward to improve the efficiency of the agricultural product wholesale markets in Hubei province. Firstly, management capacity and technology shall be improved. Secondly, scientific planning and layout, using and integrating limited resources effectively. Thirdly, select key markets, reinforce support policies, focus on the nurturing and development of key wholesale markets and take effective measures to support the construction of key agricultural products wholesale markets. Finally, strengthen the leading of and macro control, establishing, strengthening and the perfecting an unified planning and construction system of agricultural market.
