Along with the human society entrance from the age of industrial economy to the age of knowledge economy and the information, the environment of enterprise also from static single environment into dynamic complex environment. The enterprise not only integration the internal resources, but also the external resources, therefore, adjust the existing resources structure in time, or dynamic integration internal and external resources, they both set the new request to organization ability. In the dynamic and complex environment, organization ability is the strategic ability, which uses the organizational structure and process of the enterprise system, integrates and uses the knowledge and experience of the members, ensures enterprise is able to adapt, optimize even shape the external environment, restructures to the original resource structure of enterprise effectively, and integrates internal and external resources, forms new resource structure, coordinates the behavior subject to cope with the market changes.In the dynamic and complex environment, the formation of enterprise organization ability is based on enterprise resource structure, business process, organization process, etc. the enterprise organization ability in the dynamic and complex environment is adapted to the resource reconfiguration, business process operation and the ability of designing, monitoring, restructuring and optimizing to organization process, which embodies in the ability of managing organization process according to organizational routines. The organization processes those have similarities, coupling and hierarchy, combined according to the prescribed manner of organization routines. While after forms integrity, they emerge organizational ability. The evolution process of organization ability which based on the organization process includes emergence and evolution. Evolution process makes overall emerging which from the organizational processes coordinated management as a starting point, but evolution is a process which increases ordered degree of organization process structure and activities organized spontaneously, it has self-adaptive.Organizational processes is a class management processes which designs, monitories, restructures and optimizes to organization process, it includes the dominant organizational processes and complementary organizational processes, the dominant organizational processes is play a key role in organizational processes, included cognitive selection process, negotiate promotion process, and real-time monitoring process and evaluation process optimization, the others processes known as complementary organizational processes, those are series of processes can provide support and help for the dominant organizational processes. Organizational routines are operation rules and the relationship between organizational processes, also are standards when design, monitor, restructure and optimize the enterprise internal organization process or the organization process between enterprises. These standards mainly include enterprise strategic goals, enterprise culture and risk, etc. The main purpose of this paper is establishing strength function of organization capacity based on the organizational process and the organizational routines, named organization ability fitness function. It is used to evaluate adaptability strength of organization ability system which formed by certain particular organization process group and organization routines group. The fitness function of the organizational ability including organization process fitness function and organizational routines fitness function, that is organization ability fitness function= organization process fitness function+organization practice fitness function. In this paper, make the evolutional standards of organization processes adaptability as evaluation index establish multi-objective function of organization processes fitness, and programming uses genetic algorithm theory combined with MATLAB 7.0. Then using evolutionary game theory of organization routines and organization processes to establish fitness function of organizational routines. Finally, integrated to the two fitness functions formed the strength function of the organization capacity.
