China and the EU are the two major economic forces in the international arena, playing an important role in international trade. After China formally joined the WTO in2001, bilateral trade between China and the EU has become increasingly active, the trade volume also keeps climbing, and both sides have benefited a lot from the increasingly close economic and trade ties. However, with the growing types and frequency of China-EU trade, bilateral trade frictions are also increasing. Among them, the EU anti-dumping are the manifestations, and in all walks of life suffer EU anti-dumping, the chemical industry, in the hardest hit for long time, has a significant representation. The EU initiated32anti-dumping investigations on chemical products that Chinese exported to the EU in the decade of2001-2010, accounting for45.07%of the total cases over the same period. As a wide range of products were involved, it caused seriously negative impact on China’s chemical industry at various levels, and had become a major obstacle to hinder further expansion and development of China-EU chemical trade.The frequent EU anti-dumping investigations and sanctions not only seriously disrupted the normal China-EU trade order, but also caused many negative effects to China. In particular, the strong political overtones and trade protectionist tendencies in application of anti-dumping policy to China, made the relevant Chinese enterprises suffer deep. The pattern that China looks at and responds to EU anti-dumping, will largely determine how the related domestic industries and enterprises to change their management model, export pattern and responding pattern, to reduce the risk of suffering EU anti-dumping sanctions, to fight for a fair and reasonable treatment, and to maximize the reduction of economic losses and the negative impact brought about by the EU anti-dumping finally.This article is based on the above understanding, chooses the chemical industry in the hardest hit area of EU anti-dumping as a research object. According to the general idea of asking question, analyzing problem, and solving problem, this article makes comprehensive and systematic analysis of the basic situation of China-EU chemical trade, the basis and reasons for EU anti-dumping, and the impact of EU anti-dumping. On the basis of this analysis, this article finally targets countermeasures and suggestions to show and analyze the status of the EU anti-dumping on China’s chemical industry, and to explore rational measures to the EU anti-dumping.
