| ICI Company is a subordinate software company of INSPUR Group which focuseson the communication industry. It is one of the most influential manufacturers ofcommunication sotfware, which provides the comprehensive operational support system,the network value-added service products, the consulting services and the maintenanceservices to the communication operators. ICI has worked in the communicationsoftware field for16years since1996,whose main customers include China Mobile,China Unicom, China Telecom and more than30foreign communication operators. Inthe past ifve years, ICI maintained a sound momentum of growth and performance, andthe ifnancial situation kept positive cash flow for five consecutive years. However, atferthe company’s sales income over2hundred million yuan, the scale of the companybecomes overstaffed, and the profit grows slowly with the low rate of gross proift percapita. With the guidance of INSPUR G’roups twelfth five-year plan, ICI Companyneed to make a correct assessment of the situation, solve the problems and straighten thestr’ategies of companys development, ensuring the faster and better growth andsuccessful implementation of the plan.After making a survey during the middle and senior leaders and generalizing withthe colleagues of Enterprise Development Department, the author proposes the missionand vision of ICI Company. The mission is leading the trend of telecom industry,providing the advanced integrated telecom solutions, promoting the development of thetelecom industry, and creating the civilization of the society. The vision is becoming theprovider of the advanced IT products and the integrated solutions of telecom industry. Inthis paper, analyzing by PEST,five forces model and SWOT, the author suggests thatthe development strategy of ICI should be SO Strategy, based on the conclusion of theanalysis of extenral environment and intenral resources. It means, ifrstly, fostering newcommunication customers, promoting the sales of cloud program, platform, and OSSproducts, increasing its market share in China Mobile, and consolidating the coremanufacturers position for operators by the oppotrunities in twelfth ifve-year plan, thenational marketing system and the influence of gro’ups cloud computing strategy; ’secondly, joining the construction and service of headquarters cloud computingprogram, creating the core products of cloud computing strategy in communicationi’ndustry, achieving the chief products transition, forming the whole scheme for sales,integration, operation and maintenance of cloud computing, and expanding its influencein operators; thirdly, increasing the investment in overseas markets, realizing thestrategic transformation from “borrowing boats t“o sail†to building boats to sailâ€,achieving the balanced development of overseas market, speeding up the OSS ’productsabroad expansion. At last, the paper suggests that the company should strengthen theenterprise culture construction, optimize the organization, strengthen the humanresources exploration, intensify the technological innovation and new productdevelopment, perfect the marketing system and implement the target responsibilitysystem to guarantee the successful implementation of the development strategy.Although this paper shows specific measures to ensure the implementation of thedevelopment strategy, whether these measures are effective or not needs to be tracked.Therefore, it needs further research on the comprehensiveness of the measures and theireffectiveness. |
