Study On China’s Urban Low-rent Housing System

Housing is of vital importance to human beings. Due to the marketization of housing supply, medium and low income group must rely on housing security system to solve housing problems. After housing system reform, China has gradually built a housing security system which is aimed to provide economically affordable housing and low-renting housing. However, there are various problems in the process of implementation of housing security system, such as, a large number of under-privileged people cannot benefit from this system because of its limited coverage. As a result, the study on housing security problems is required.The objective of this article is to perfect housing security system suitable for China, on this basis, the research on low-renting housing is conducted.This article makes an introduction of basic conception, explores the theory of low-renting housing system, that is, Marxist theory on first demand, fair distribution theory and social security theory. By looking back upon the evolutions of low-renting housing system, this article analyzes the problems in the current low-renting housing system, and explore the reason causing these problems. Besides, studies on successful systems in Britain, Germany, Singapore and Hongkong are made to learn others’experiences.In the end, given the current situation of Chinese low-renting system, this article puts forwards some suggestions on how to perfect relevent systems by absorbing successful experiences in some advanced areas. There are many shortcomings in low-renting housing system and it is necessary to make some corrections. The shortingcomings are as follows: imperfection of market access and exit mechanism, inadequate fund and resourses, limited coverage. This article brings forwards some countermeasures, such as, defining responsibility of government, building a sound security system, legalizing housing security, perfecing housing finance policy and expanding financing channels.According to the problems in the low-renting system,this article put forwards some overall suggestions. Firstly, the responsibility of government in housing security system should be clearly defined, the housing supply mechanism should partly be changed and pubic goods should be distinguished from private goods. Secondly, it is necessary to ensure public properties of low-income housing. Thirdly, government must enhance the awarenes of low-renting housing. Fourthly, government must make laws concerning housing security and establish administration organizations. The relevant measures are as follows. Firstly, perfecting the market access and exit mechanism. Secondly, broadening the financing channel and establishing land reserve policy. Thirdly, perfecting the security manners and expanding channels to seek for the low-renting houses. Fourthly, expanding its coverage and establishing public renting house system.Low-renting housing system is a research subject of great significance which has a great influence on the livelihood of low-income group and the stability of our society. Optimal design and coodination are necessary to implement low-renting housing system. This article provides some feasible solutions for housing problems of low-income group.
