The policy of reform and opening with market-oriented characteristic has improved our society and strengthened our comprehensive national strength in china. At the same time, it results in a large number of social minority community and the larger gap between the rich and the poor. Millions of minority community constitutes a serious threat to social stability. In addition, it is an obstacle to continuous economy growth and harmonious development of society in some degree. The right to life is most primary of all human's rights; the housing provides basic material condition to assure human's right to life. Nowadays, although new market- oriented housing system has been established, housing- security system in accordance with it made little progress. The housing-security problem of The Disadvantaged in Cities appears more serious. Moreover, our countries are establishing middle-class family society. Therefore, it is meaningful in both theory and practice to pay attention to the housing-security problem of The Disadvantaged in Cities and do certain research to it.Guided by economic theories of Marxism and Socialism market economy, this article probes in the housing-security system and defines The Disadvantaged in Cities. Then, it reviews history of the housing system reform and its effects to people in different income levels. Taking development of the housing security system into consideration, it analyzed important problems and their causes. After that, based on the present condition and levels in housing-consuming of The Disadvantaged in Cities in our country, this article draws lessons from the foreign experiences and discusses how to set up an object and choose a system to improve the housing-security system of The Disadvantaged in Cities. It holds that it is necessary to be based on the given basis to solve the problem. Based on the low-start-point housing-security system, that is, Economical renting house system, local government should establish the housing-security system with various security patterns, low-start-point security level, and multi-layer commercialize-and-welfare-policy form.
