Unbalanced water distribution occurs in all over China, with serious shortage in water resourses in the northern part of China, sharp difference even beween uperstream and lowerstream within the same wathershed, resulting in deficiency of water in some areas and posing hazard to the development of society, economy and ecological environment. Among solutions to this problem, water diversion program has been playing a significant role in regulating water resourses and maintaing sustainability in economic and social development, with over20large-scale cross-regional diversion projects being establised in China since the opening-up and reform in1978.Pricing has been a key issue in cross-regional water diversion program administration and operation due to the difficulty in cost accounting, which is complicated by a combination of factors:heavy investment, long-distance transmission, a variety of links. Therefore, a pricing machanism under the market economy system and based on the characteristics of water diversion operaton is vital to address the problem in order to accomplish the social and economic significance and sustainability of the program itself.The present study centers around the pricing machanism with my own involvement in the Jiao Dong Water-Diversion Project, which could be of some value for the successful operation of not only the JDWDP, but other similar projects. The study is divided into five chapters. The first chapter lists the goal, significance,main content, approach and techniques; Chapter Two Discusses the Jiaodong water diversion water supply projects the price of water composition analysis and cost estimates.Proposes a cost accounting of the channels, bridges, turn-out gates, pump stations, personnel, which is divided according to the distance of water transmission; in Chapter Three, several eudipleural pricing mechanisms concerning water volume and profits levels are proposed in accordance with relative policies and legislation; a possible water pricing mechanism if water is diverted from the Changjiang River is also discussed; in Chapter Six a comparative analysis of risks involving water pricing and deficit in water-diversion program is made;Demostrates a comparison of deficit risks within different pricing mechanisms; based on the discussion in the preceding chapters, a plausible pricing mechanism is proposed. Conclusion and Outlook in Chapter five.
