In the view of the fact that the agricultural water price was too low to promote agricultural water saving,this paper analyzed the influence of agricultural water pricing on agricultural water consumption,and provides a basis for agricultural water pricing.Considering the farmer's carrying capacity of agricultural water price and the output of agriculture products,farmers should be compensated for the increase in agricultural prices,the compensation includes government subsidies,water rights transfer and virtual water compensation.We established a bi-level programming model with multiple objectives,which regarded the most optimal income of Irrigation Management Bureau and water users as the upper and lower targets,water prices and agricultural water compensation prices as the upper variables,water consumption of different water users as the lower variables.Use the penalty function method to solve the bi-level programming model and prove the feasibility of the model to promote agricultural water saving.Water usage and income data of water users in Hetao irrigation district was used to verify the applicability of the model.The main results of this study are as follows:(1)Through the analysis of the current pressure of water resources and the plight of agricultural water-saving reasons,the agricultural water price is too low,agricultural water waste is serious and water saving consciousness is weak.Analysis indicates that the agricultural water withdrawals decrease with the increase in the price of agricultural water,considering the water price is designed not to overtop the bearing capability of consumers and higher than the original price,can promote agricultural water-saving.(2)At first,analysis the interests of the agricultural water users,discuss the main cause of difficulty of water saving,and water saving will damage water users' interests,put forward to compensate farmers in the case of increase the price of agricultural water.From the perspective of the irrigation administration,agricultural water saving results in lower income of irrigation administration and reluctant to invest in water-saving,put forward assign the compensation of virtual water and the water transfer of agricultural water-saving to irrigation administration to encourage agricultural water-saving.On the basis of assign compensation,adjust the proportion and achieve a win-win process of water-saving.(3)The effects of agricultural water price reform and agricultural water production compensation on the benefits of agricultural water users and irrigation administration.It is pointed out that the reason why the administration and farmers do not want to save water is water-saving will damage their interests.After the reform of the water price,agricultural water-saving will threaten the safety of crop production and the interests of farmers,through the transfer of water rights and virtual compensation,farmers and irrigation administration are compensated.In the coupling mechanism,farmers and irrigation administration act as receptors simultaneously,and there is also a game process between two sides.The compensation requires the participation of farmers and irrigation administration,and the main contents of the game are expenditure and income.In addition,the process of agricultural water-pricing is also a process of income transfer between the two sides.(4)The water consumption,yield,social and economic data of Hetao irrigation district in 2012 were optimized,the agricultural water price is 0.65 yuan/m3,the amount of water saved is 0.12 billion m3,the price of water right transfer is 3.3yuan/m3,the price of water-saving compensation for agricultural water users is 4.65 yuan/m3.In the optimization results,the earnings of each participant increased,the coupling model can increase the overall income while promoting agricultural water-saving.
