Research On The Promotion Countermeasures Of Rural Residential Project For Seismic Safety In Shandong Province

Shandong province is a large province of agriculture, but also is a seismic province. Rural residential seismic capacity of Shandong province is not optimistic. For a long time, basic rural residential building of Shandong Province is at the undefended condition. Because lack of requirement for earthquake resistance protection management, design drawings, construction quality supervision, builder qualification management, seismic ability is weak. For construct a well-to-do society, it should pay attention to solve poverty of farmer masses caused by earthquake, help them to create a safe living environment, improve the rural residential earthquake seismic capacity, and ensure their life property safety.At the same time, we must enhance the rural residential seismic capability, to strengthen comprehensive ability on defending and mitigating the earthquake disasters of whole society.This paper mainly uses the literature analysis, comparative analysis and the method combining theory and fact. Firstly, through the literature material, widely reviews the theory, policy and literature about public policy and public safety management; summarizes the relevant theories and research methods for seismic safety of rural residence; studies the earthquake disaster prevention management system to promote the construction of theoretical value:explores the theoretical methods and practical relationship. Secondly, according to the related theory and analysis method, analyses the current situation of earthquake safety of Shandong Province; focuses on the key points of promotion system; finds out the inadequacy in the promotion of ideas, technical feasibility, management regulations and relevant incentive policies; puts forward the reasonable suggestion and eountermeasure with Shandong Province earthquake safety rural residential project for seismic safetys.With the fact of economic and social development of Shandong province and the rural residential project for seismic safety promotion of the actual situation, this paper suggests that, it should improve the leadership system and management system, strengthen technical guidance, services and education, establish the safeguard mechanism, advance rural residential seismic safety work, and gradually improve the majority rural area of seismic fortification capability. Besides abstract, the content of this paper is divided into three parts as follows:The first part, the paper analyses the background of extending for the rural residential project for seismic safety in Shandong province from four aspects.The second part, the paper analyses the current actuality, policies and effect of the rural residential project for seismic safety in Shandong province. It also analyses the questions and the reasons existing in promotion process, which is objective support for further study.The third part, using experience on the part of both developed and developing countries, and some advanced areas in Shandong province for reference, it puts forward targeted promotion measures and countermeasures, the paper put forward the countermeasure and suggest about promotion for the rural residential project for seismic safety in Shandong province. It includes four aspects of specific suggestions and countermeasures:improving the leadership management and law-guarantee system; strengthening technical guidance and services; establishing the technical quality supervision system; founding the education work mechanism; installing funds guarantee mechanism. This is the core content of this paper, also is the purpose and standpoint of writing.Lastly, based on summary of content, the paper make a prospect on the rural residential project for seismic safety in Shandong province.
