HG Company is a key unit of national defense scientific research in China,and a research and production unit of key products in the field of aerospace and aviation in China.At present,under the background of accelerating the construction of a strong aerospace country,the middle-level cadres of the company,as the core human resources of the company,are not enough to support the development goal of "high quality,high efficiency and high benefit" in the aerospace industry.Therefore,it is particularly urgent to optimize the ability and quality of the middle-level team,deepen the understanding of the ability and quality needs of the middle-level team for their posts,speed up the transformation of the middle-level team from professional cadres to compound cadres,and make it develop from single channel to multi-channel flow.Moreover,this transformation should be based on the competency model of middle-level cadres,through the establishment of competency model,so that middle-level cadres can clearly understand their own job needs and transformation direction,the company's human resources management work may reduce the problem of relying on experience,intuition and impression,and constantly improve the level of scientific management.Through the steps of post analysis,index scale selection,behavioral event interview,questionnaire survey,performance appraisal results analysis and talent evaluation results analysis,this paper adopts induction method,benchmarking method,expert method and other working methods,and uses professional tools such as talent evaluation to analyze the related factors that constitute the ability and quality of middle-level cadres in the company.And through quantitative measures,it determines the impact degree of each evaluation index,and finally forms the competence and quality model of middle-level cadres in the company.The model has the characteristics of basing on the actual situation of the company,reflecting the deep-seated personality characteristics of cadres,unification of qualitative and quantitative,and consideration of both the whole and the part.On the one hand,the model of ability and quality of the middle-level cadres provides a better direction reference and optimization way for cadres to improve their post competence.On the other hand,it lays a theoretical foundation and provides better solutions for cadre management,such as promoting scientific management level,cadre selection and use,cadre performance appraisal,cadre training curriculum system construction,reserve cadre echelon construction and so on in the process of the cadre management.Then it can help more technical cadres to change to managerial and compound cadres,promote the overall optimization of middle-level cadres,and better support the realization of enterprise development strategy.
