| This article mainly discusses through the standardized and theoretical analyticalmethods based on the existing theories via historical analysis, comparative analysis, andempirical analysis of current state of governmental procurements to expand points. Byrespectively using microeconomic and macroeconomic knowledge, governmentalprocurement development courses in China and abroad have been historically andcomparatively analyzed. Based on accumulative materials, Jiangsu University Libraryliterature procurement is used as an example. Strongest empirical analysis methodscombining present legal regulations and state of Chinese governmental procurement isemployed to profoundly investigate the success and problems in relevant regulatorysystems. Vivid and perceivable flowcharts are designed to help to understand and to findthe proper solutions.Exploration and improvement of governmental procurement method are essential,in which supervision and management of bidding on governmental procurementglobally affect the performance. Therefore, purpose of improving governmentalperformance, smoothening the implementation, and better serving the publicparticularly requires to strengthen the supervision, to perfect the management, toaccelerate the digitalization course. It is expected to eventually prompt the developmentof Chinese governmental procurement, converging it with the international advancedsystem at an early date.This article highlights the theoretical combination and flowcharts within it.Proposing the establishment of arbitration body for electronic procurement is the maininnovation of this article. |
