So far, mobile communication industry chain has experienced the innovation process from analog technology to digital technology. It’s currently facing the challenge of the fourth development wave of the information industry. The innovation of mobile communication technology provides basic condition for the development of mobile data services. Mobile data services whose business volume and growth rate have exceeded the traditional voice services become the main driving force for the industry chain’s future development.The development of mobile data services not only brings new market opportunities and development prospects, but also promotes a new round of structural reorganization and transformation for the industry chain. With the specialized division of work and vertical extension of the industrial chain, a large number of participants are joining in the industry chain. The coupling relationships of various participants in different segments are also becoming more complex than ever. This article discusses the constitution and characteristics of the industry chain in mobile data services era. In order to analyze the activities of value creation, exchange and transfer between participants in different segments, we use the e3-value method to build a structural model of the industrial chain. On this basis, we study the success cases about how to develop mobile data services. In this paper, the industry chain has been divided into two types:competitive industrial chain and cooperative industrial chain. We use non-cooperative game theory and cooperative game theory to analyze the competitive behavior and cooperative behavior between various participants in the industry chain, and use shapley value method to allocate the income of cooperative participants. Finally, we discuss each participant’s revenue.and overall revenue under different types of industrial chain.This study founds that introducting competition moderately in different segments of the industry chain can help improve the overall revenue of the industry chain. On one hand, the introduction of competition can improve the overall revenue, on the other hand, it brings imbalance to the income distribution which makes the profit created by the industrial chain centralize into the monopoly segments. Comparing with the introduction of competition in the industry chain, the construction of cooperative organizations which can both improve overall revenue of the industry chain and achieve a balance of income distribution has obvious advantages. In cooperative industrial chain, the overall revenue is gradually improved by the expansion of cooperation scope. All-cooperative industrial chain could achieve the overall revenue maximization. However, part-cooperative industrial chain which can help each participant’s revenue achieve pareto optimality is the final stable status.
