Research Into Defense Industry Civil And Military Integration System Of Gansu Province

National defense science and technology industry is the strategic industry for the country. Being a fundamental element during the transition, the success of National defense science and technology industry will affect the construction of National Defense system and economy. The issue how the administrative system is separate from the simplified managing pattern becomes a vital restricted factor.This article is based on national defense technology industry and the developing situation in Gansu Province, through understanding development of the defense industry and the Chinese Civil-Military Integration and evolution of the production management system, to analyse some typical management models in the world, such as the United States'Military-civilian Integration, Japanese Military Covered by Citizen, Russian Military Prior to People and Israel's Israeli With the People.Moreover, this paper also discusses on the problems existed in the management and operation of Integration of Management Systems Establishment in Gansu Province through examining the U.S. defense industry from 1991 to 2006 during the restructure and referring to methods of China's military and civilian defense industry organization. Based upon the discussion, this article proposes the method of renovation for Gansu's military and civilian defense industry integration management systems, which is aiming at providing the basic framework and assisting the province to establish a relative perfect system by breaking the boundary between people and military.
