Research On Management System For National Defense Science And Technology Industry Civil-military Integration

After the end of the cold war, some foreign countries began to find a new way for the development of defense science and technology industry in order to repair their military and economic power. The new research on integrating military with civilian have been concerned by many countries, and gradually become the trend of national defense construction. At the beginning of the republic of our country, the leaders have put forward the strategic thinking of civil-military integration on national defense science and technology industry. As the era of progress and society advances, in order to meet the challenge of new military revolution, it is an urgent task to accelerate the development of national defense science and technology industry. Research on management system for national defense science and technology industry civil-military integration is of great theoretical and practical significance on the development of national defense science and technology industry and the economy of our country.On the basis of the understanding of the national defense science and technology industry's meaning and features, the paper summarizes the problem in the management system of our national defense science and technology industry by analyzing the development of civil-military relations and the current situation of our national defense science and technology industry management system. With several typical countries'national defense science and technology industry experience of civil-military, we get the interpretation for the construction of the management system for our national defense science and technology industry civil-military integration.After understanding the connotation and characters of the management system for national defense science and technology industry civil-military integration, a body shape management system have been constructed. It contains four subsystems, the target management subsystem, organizational structure management subsystem, policy and statute management subsystem, operation management subsystem. It meets the management demand of our national defense science and technology industry civil-military integration from four aspects.Based on it, a multilevel grey comprehensive evaluation model of the national defense science and technology industry civil-military integration is established, and the management performance is evaluated. According to the calculation result, this paper analyzes the current situation and the existence problem of the management of our national defense science and technology industry civil-military integration.Paper finally puts forward some suggestions to prefer our national defense science and technology industry civil-military integration management system. Suggestions of promoting the management system performance level is put forward from angle of making sound target and putting it into practice, optimizing the organizational structure, perfecting policy and statute, adjusting the operation subsystem.
