Study On Problems And Countermeasures Research Of Rural Minimum Subsistence Guarantee System’s Implementing

Since the reform and opening， our country’s economy is developingrapidly,residents’ living standard have greatly being improved,and the country’scomprehensive strength and competitiveness have been increasing. But the income gapappeared and showed a trend of widening. If the rural poverty problem is not solved, itis not conducive to build a new socialist countryside and the construction of socialismwith Chinese characteristics, in order to realize the sustainable development of economy,society and nature and solve the problem of rural poverty. The CPC central committeehas proposed the rural minimum living security system, as the important measure tosolve the problem of rural poverty. The rural minimum living security system is inaccordance with the minimum standard of living, in order to balance subsidy assistancesystem to the population of family per capita income below the standard. At present,how to improve the system of rural resident is the key to solve the problem of povertygroup’s basic survival. It has the feasibility, necessity and urgency, and is good for thenew rural construction in Chongqing and harmonious society.As the only municipality directly under the central government in western region,The economy of Chongqing is developing quickly, but there are still a lot of poverty.Although the system of rural resident had been put into effect fully since2007inChongqing, the development of the system is still slowly. The government only hasmade “The regulations of Chongqing Municipality on the minimum living guarantee ofurban and rural residents" and "The way of family income accounting minimum livingguarantee of urban and rural residents in Chongqing (Trial)",but the system still needsto be further improved, and there are still a lot of practical and specific operatingprocedures need to solve. This paper reviewed the development course and the presentsituation of rural resident with focusing on the main line of rural minimum livingsecurity system of Chongqing, it affirmed the achievements with finding some problems.Through a survey of the rural resident, and data analysis using SPPS software, theauthor found some problems, for example, the narrow coverage, low protection standard,difficult to determine, security fund, imperfect legal system in the implementationprocess. Finally, some feasible suggestion were put forward for rural resident of legalsystem of Chongqing, For example, establishing and improving the regulations of the rural minimum living security system, rationally determining the minimum target,strictly the process of determining minimal assurance relief object, broadening thefinancing channels for rural resident, norming fund management, improving thedynamic management of the rural minimum living allowances, expanding farmers’employment and entrepreneurship channel, strengthening the publicity of rural residentand so on, in order to provide reference for the development of the rural minimumliving security system of Chongqing.
