This paper analyzes the development status and the lack of China’s high-tech industry, presents the research direction and purpose, and analyzes the formation mechanism and influencing factors of core competitiveness of the high-tech industrial cluste according to international and domestic articles relevant to core competitiveness of industrial cluste^the flow of knowledge and the evaluation of core competencies. Then this paper discusses the meaning of knowledge competitiveness clusters, particularly the role of the flow of knowledge to core competencies build the index system of the high-tech industrial cluster core competitiveness and the grey evaluation model which is divided into three categories (18indicators) of the environment supporting force, the knowledge competitiveness and the effectiveness competitiveness.Finally, this paper uses the gray correlation method to calculate the weight,uses the multi-level gray evaluation method to calculate the correlation and evaluates an industry of China’s high-tech industry—manufacturing medical equipment and instrumentation based on the industry data in27provinces of China. The results show:the overall level of medical equipment and instrumentation manufacturing in various regions of China is weak;the highest in competitiveness is Jiangsu Province;most other areas are lack of core competencies mainly in the weak environment supporting force, the insufficient knowledge competitiveness and the poor effectiveness competitiveness. In the end,the paper poses suggests from the innovative mechanisms, the external environment of knowledge flows and personnel training.etc.
