| The16thcentral committee of the communist party of China has established asupervision and management system of new state-owned assets in2003. The countryis in full swing to promote the central and local state-owned assets managementsystem.The main symbol of the reform is the establishment of specialized state-ownedassets supervision and administration organ, the SASAC. The establishment of theSASAC has changed the traditional measure of supervision and administration andestablished the principle featured as the combination of right and liability as well asthe unification of personnel and work and assets in management. After this reform,the state-owned assets supervision and administration has made great achievements.State-owned enterprises optimized the layout and structure of national economy. Theamount as well as maintenance and increment ratio of state-owned assets keepincreasing. The state-owned enterprises made a significant contribution to taxation,employment, industry guide etc.Changsha located in central China is the capital of Hunan province and one ofthe core cities under the strategy of the rise of central region in China. Changsha alsofaces the historical opportunity which can be defined as the cities integrationincluding Changsha, Zhuzhou and Xiangtan and the construction of Two-type society.The state-owned economy need to play a leading role in regional economic and socialdevelopment in the city. Consequently, it’s a major task to rebuild the relationshipbetween enterprises and government under the new state-owned assets supervisionand management system. In recent two years, the municipal government attaches greatimportance to the development of state-owned enterprises and proposes andimplements a comprehensive regulatory strategy which is a good foundation toreconstruct the relationship. For the background, this research acquires great practicalsignificance. This article analyses the relationship between government and enterprisein depth which is based on a great deal of empirical investigation and preliminaryadjustment of the relationship. We made a conclusion that the improper managementsystem, unscientific enterprises management structure and government officials andenterprises managers behavior habits and their quality are the main factors inaffecting the government-enterprise relationship, mainly manifested as "the relationship father and son","strong government weak enterprises", etc.This paper brings forward the general idea in clarifying the relationship betweenChangsha government and enterprises. It concludes that straightening out thestate-owned assets management system, improving the governance structure,transforming government functions, and promoting the quality of governmentofficials and enterprise managers are a few key countermeasures. This research aimsat providing a meaningful reference in improving the state-owned assets supervisionand administration system and establishing a new and market-orientedgovernment-enterprises relationship. |
