With the rapid development of China’s knowledge economy, our businesses aremore and more emphasized on human resources management, and human resources isincreasingly becoming the primary source for enterprises to gain competitiveadvantage. When the vast majority of Chinese companies recognize the importance ofthe company’s human resources, performance management as the core of humanresource management, for the heart of the advance of the competitiveness ofenterprises, corporate strategic goals and improve business performance plays animportant role. For the tobacco industry, tobacco companies in China human resourcemanagement in the state have been seriously neglected, in particular, the marketoperation mechanism of the rigid and inefficient marketing system, becoming the keyfactors affecting the enterprises to upgrade. Although the Personnel Division of theState Tobacco Monopoly Administration Bureau gradually recognize the importance ofperformance management, and response measures for the traditional personnelmanagement to make, but due to various reasons, the implementation of assessmentand motivation can not be a true reflection of the employees work attitude andperformance assessment equivalent to the pro forma, of course, eventually did not playthe incentive effect. Therefore, the establishment of the performance managementsystem of the science of tobacco companies, and ultimately the modern humanresource management as the core of performance management is very important.As Tobacco Corporation Chenzhou Branch as the object of study, the articleintroduced the origin and development of theory of performance management, anddefined the meaning of performance and performance management at first, which alsoanalyzed tools and process of performance management. As follows it introducedcurrent situation of development of Tobacco Corporation Chenzhou Branch and itsperformance management. Combination of questionnaire and depth interviews with theperformance management of Tobacco Corporation Chenzhou Branch, the problems andthe reasons are discussed. Then the author expounded the principles, objectives andgeneral idea of performance management designing of Tobacco Corporation ChenzhouBranch, and in accordance with the objectives and principles, performancemanagement system of Tobacco Corporation Chenzhou Branch has been optimizedfrom performance plans, performance implementation, performance appraisal, performance interviews and feedback, performance appraisal results applied. Finally,the article proposed the implementation process of performance management system ofTobacco Corporation Chenzhou Branch, and obstacles which may encounter in theimplementation process are analyzed. On this basis, it put forward implementation ofprotection of the improved performance management system.
