Study On The System Of Agricultural Science And Technology Commissioner In Zhejiang Province

During the period of China's economic transformation,issues of rural economic development are still an important factor restricting China's development.For Zhejiang,a more developed Province,the "three rural issues” has become a barrier to build a well-off society and beautiful countryside.In the rapid development of information age,science and technology is the first productive forces,so only the technology is applied to the production of every aspect of life can we achieve a leapfrog development.Further more,it's not satisfactory of the service system of technology extension in agriculture.In the context of the market economy,a large number of agricultural technical personnel escape from rural area with a result that agricultural production is unable to meet the need of peasants.So,it's urgently to improve the service chain of agricultural technology promotion and cultivate New-type Peasants.With the increasingly significant effectiveness of Agricultural Science and Technology Commissioner in Nanping City of Fujian Province,it has been carried out the pilot gradually throughout the whole country.Zhejiang Province,according to their own situation,implemented the system in the underdeveloped towns first of all.For more than 10 years,it has made outstanding contributions to the development of Zhejiang rural economy and society and has become an important form of agricultural technology extension service in new era.The paper firstly analyzes the theoretical basis of the generation,development and maturity of agricultural science and technology commissioner system through the point of institutional change,poverty alleviation and transformation of agricultural scientific and technical achievements and discusses its practice in China through the pilot and promotion as well as the typical model of the system.Then,study in-depth the implementation situation of Agricultural Science and Technology Commissioner System in Zhejiang Province,analyze the implementation background of the system and the strategic necessity of "poverty alleviation",summarize features showed in the implementation process,emphasis on the policy support and the mechanism of personnel selection.Thus,sums up problems such as the imperfect of mechanism,the insufficient and egalitarian of capital investment,low comprehensive quality of technology correspondent as well as causes analysis.Based on related literature collection,and the interview to staff and part of correspondents,this paper tries to discuss the way of solving mentioned problems in the process of operation in Zhejiang.The author provides points of view from the policies improvement,the strengthening of coordination of various departments linkage,the introduction of more subjects to increase the project funding,the raising of the threshold,the improvement of personnel quality via more training and so on in order to provide reference to more fruitful results in the implementation of the system of agricultural science and technology commissioner.
