Research On The Catching-up And Development Of The Underdeveloped Areas In Eastern China Under The New Normal

Since reform and opening-up,the county economy has developed rapidly,but the non-equilibrium phenomenon of county economy is becoming more and more serious.The developed counties are mainly distributed in the eastern reg ion,and the underdeveloped counties are mainly distributed in the central and western regions.However,in the developed provinces,due to the restricted geo graphical location,development time,policy,etc.every region should have goo d economic radiation acceptance,but the unbalance of economic development s till exists,the underdeveloped county area also exists in the eastern developed areas.In 2014,with the background of "high speed and high quality in the ec onomic growth",the new normal was proposed,the eastern less-developed regions want to catching-up under this opportunity and challenge.Pan'an,which is known as "mountainous",is one of the 5 poverty counties in ZheJiang provin ce at the beginning of the reform and opening-up,although the natural environ ment is fine,but compared with the surrounding advanced areas,there is a cle ar gap in the total?level and speed of economic development.Under the new normal,it is imperative for Panan to catching-up and surpass the development regions.On the basis of systematically explaining the related theories of catching-up of home and abroad,this paper defines the concept of the new normal,the u nderdeveloped areas in the East,and the theoretical basis of catching-up develop ment.On the basis of this,the literature used analysis method,comparative an alysis method and factor analysis method to analyze the characteristics of the e astern underdeveloped region before the new normal and the new opportunities of the eastern underdeveloped region after the new normal.Compared with th e different of economic longitudinal,horizontal,and comprehensive competitive ness before and after the new normal,analyze that the economic of panan has been continuously improved before the new normal,but the gap with other c ounties and cities around the county is widening.After the new normal,with t he implementation of the new urbanization,the beautiful countryside action,the development of leisure tourism and the Hengdian film and television culture,Panan county has made great progress.Through the comparative analysis of th e comprehensive competitiveness of 21 underdeveloped counties(accelerated co unty)in 2011 and 2016,the overall ranking of Panan County has an not obvi ous progress,this is may be the weak economic foundation of Panan county a nd the lagging effect of economic development.But through the 2016 annual e valuation results of the ecological civilization construction of Zhejiang county(city and district),the green development index of Panan county is eighth.It c an be seen that the efforts made by Panan County after the new normal are af firmative.In the future,Panan must continue this measures,protect the green mountains and rivers,adjust measures to local conditions,highlight the characte ristics and has common development with the surrounding areas.
