Land is the basis for the survival of mankind. With the socio-economic development and urbanization speeds up, people’s increasing demand for land for construction purposes, leading to a sharp reduction in arable land information, land supply and demand have become increasingly prominent. How to solve the limited land resources and land conflicts between the growth in demand has become urgent at all levels of government to solve problems. Land-use planning can be a good solution to land use in space, the organization, effectively improve the land productivity.The emergence of land-use planning is to solve the problem of the effective mean.With the continuous development of science and technology, information technology and automation of the continued progress and continued to accelerate economic and social development requires the use of efficient, modern means of land-use planning information management. Since the90’s across the country since the revision of land use planning, land use management and storage of substantial increase in the amount of information, the traditional management approach has been difficult to meet the people’s land-use planning information management of high standards. Therefore, how to achieve a comprehensive land-use planning information, scientific, automation, implementation of land use planning and economic, social and dovetail with the rapid development of land management has become the current focus. The Geographic Information System (GIS) applied to the land-use planning and management work, establish and improve the county-level land-use planning and management information systems, land administration and information technology can very well integrated way to improve the current management deficiencies. This is the promotion of scientific land-use planning, land-use planning to improve the operational efficiency of the review, regulate land-use planning and management have important practical significance.Based on the experience and short age of former study of land use planning management information system, the building idea of the system is confirmed. The building thinking use the operation of land use planning management as masterstroke; all-sided managing the data of planning as the base, provide the function of assistant planning.This paper choses the MAPGIS6.7for the secondary development platform, C++as a programming language, Access2003database. Use the object-oriented modular design method, the paper describes in detail the system features modular design, database design, and implement some features into the system.Research shows that county-level land use planning and management of information systems to help county-level land use planning and management department of information-oriented outcome of a unified approach to the planning management, facilitate the integration of graphic information, statistics, supporting the achievement of plan preparation or revision, improve work efficiency. This system would offer more effective means for dynamic implement and real-time management of county-level land-use planning.Full-text is divided into six parts. The first part describes the topics of background, research purposes, research significance, research status, research content and research methods. The second part describes the basic theory and research-related. The third section describes the system hardware and software configuration and system design of institutions and functional modules. The fourth part of the operational characteristics of the data according to the classification, the use of framing layered management methods to effectively organize data, and describes some of the attribute data structure. Part V describes the results of system development, showing the system interface, and using the design system of county-level land use planning empirical research and achieved good results. Sixth section summarizes research paper and proposes the present study possible prospects for further work.
